November 4 Election Results:Green, Vann W in Big On Liberal Party Line;Tight R ace For Senate Goes To Mega This TimedY MICHAEL A. ARMSTRONGTwo incumbent Brooklyn Assemblymenachieved the political impossible by winningan overwhelming re-election to a new termon the Liberal Party line. A see-saw votecounting in the battle for the Park Slope/BayRidge State Senate seat stretched into theearly morning hours Wednesday before ending with a win for the Republican incumbent. And Democrats re-claimed anAssembly seat they had lost to theRepublicans in 1984. Those are the highlightsof the November 4 General Election voting inBrooklyn.RACES FOR THE ASSEMBLYF t. Greene/Clinton Hill AssemblymanRoger Green (57th A.D.), who was knockedoff the Democratic Prim ary ballot inSeptember because of problems with hisnominating petitions, won a resounding victory on the Liberal Party ballot line,defeating his Democratic and Republican opponents with nearly two-thirds of the vote.Unofficial returns gave Green 8092 votes, to4336 for Democratic nominee Stanley Frereand 749 for GOP challenger Joe Voyticky.Assemblyman A1 Vann (56th A.D.,Bedford-Stuyvesant) who had the sam e fateas Green in missing a Democratic Prim arybid, also easily bested his Democratic opponent to win a new term . Vann got approximately 64 percent of the vote, an unofficial8113, compared with 3961 for his DemocraticParty challenger Robert Hunter and 631 forRepublican Adrienne Br am well.In another contested Assembly race, incumbent Democrat Eileen Dugan (52nd A.D.Heights/South Brooklyn/Bay Ridge) easilyturned back a challenge from RepublicanDiane Picucci, who appeared at SenatorChris Mega%u2019s campaign headquarters Tuesday night during the vote counting there tovow that %u201cit m ay have been an uphill battle,but we made Eileen Dugan realize that this isnow a two-party borough.%u201d Unofficial returnsshow Dugan with 15489 votes compared with6791 for Picucci.A big Democratic vote on Tuesday helpedthe party recapture an Assembly seat theyhad lost to Republicans in the presidentialelection year of 1984 when Democraticchallenger Peter Abate defeated GOP incumbent Amaldo Ferraro in the 49th AssemblyDistrict.TIGHT VOTE FOR SENATEIn their third face-off for the right to represent the 23rd Senate District, incumbentSenator Chris Mega ran only a few hundredvotes ahead of former Senator Joe Montaltothroughout the election night vote counting,but finally claimed victory well after midnight with an unofficial margin of 24,764 to22,743 with 193 of the Park Slope/SunsetP ark/B ay Ridge district%u2019s 207 electiondistricts reporting.Despite the overwhelming vote for Governor Cuomo across the state, the Democratsfailed to dislodge a single one of theRepublican majority in the State Senate andas the vote-counting proceeded, the hope thatMontalto could regain the seat he lost toMega in 1984 persisted throughout the night.The loss of the Ferraro Assembly seat by theGOP, which lays largely within the 23rdSenate District, was an early blow in thecounting and gave hope to Montalto%u2019s forces,but Mega rolled up a comfortable margin asfinal votes from Bay Ridge and DykerHeights districts were counted.In other Brooklyn State Senate races, incumbent Senator Martin Connor rolled up 79percent of the vote in his BrooklynHeights/Lower E . Side/Staten IslandDistrict, defeating GOP challenger PatKemey, 27,548 to 7401. Democratic SenatorVelmanette Montgomery registered a whopping 97 percent of the yote to defeat her Conservative challenger Joseph Leopoldi, 20,772to 983. Mega arrived for evening at 9:30 andspent most of the evening circulatingthroughout the room, grabbing hands andkeeping up the spirits of those who hoped fora win but were none too sure from the resultsthey were receiving that showed him leadingmy a margin of less than a thousand votesmost of the night, sometimes dipping down toa few hundred.Mega, nervous and sometimes lookinggrim as he continued to hear the numberscome rolling in, nevertheless, directed his attention to cheering up the some 150 guestswho crowded into the well-worn SeergyRepublican Club on Seventh Avenue and 85thStreet.%u201c I knew the race was going to be close, considering Cuomo on top and a well run cam %u00adpaign,%u201d Mega said at 11:30pm, with only 500votes separating him from the challenger.%u201cIt%u2019s a m iracle if I win.%u201dLater, with victory in hand, he continuedthe theme, but gave credit to the wisdom ofthe voters. %u201cWe went into this election with asolid record of accomplishment. With theman at the top (Cuomo) getting 60 percent ofthe vote, my constituents %u2014 you %u2014 respondedby voting for my record.%u201dAbout his opponent, Montalto, Mega said,%u201cHe%u2019s a human being and not a bad person,but he ran a negative campaign and youresponded by remembering my record.%u201d%u2018Never Say Never%u2019 MontaltoSays About a Fourth TryBY TRACY GARRITYThe story has become familiar. F o r threeelections running, voters have read the samenames on the ballot. This time again, the racefor State Senate in the 23rd District presentedthe sam e two candidates to duke it out for theseat. Senator Chris Mega with Republicanmoney and a conservative district in one corner, and former Senator Joe Montalto with agrass-roots campaign and a reputation for ashirt-sleeves work ethic in another. And asthe votes were again counted for the threetime rivals, it was %u2014 for most of the evening%u2014 about too close to call.We%u2019re going to the paper,%u201d Montalto toldhis well wishers and supporters at the BayRidge Manor Tuesday night. %u201cIt%u2019s like 1982all over again. We%u2019ve impounded the votingmachines, and we%u2019ll have to wait and see.%u201dPrivately, though, he said the vote could havebeen closer. With some 92 percent of the election districts reporting at 11pm, Mega wasahead from between 300 to 800 votes. Aftermany of the Montalto faithful had gone home,that lead swelled to closer to 2,000, an insurmountable number to make up fromabsentee and paper ballots cast.When Montalto addressed his volunteers,however, the mood was still hopeful. %u201cTheelection is not over yet,%u201d he said, surroundedby his family and local officials. He thankedhis workers for never giving up despite a lackof money and a lack of faith on the part ofthose he called %u201cpolitical observers.%u201d%u201cNo one gave us a chance this tim e. Evenpeople in our own party. But I believed in youpeople. I believed there were people out therewho wanted a government that is more open.I know we can do better and I know we can doit together and for that I thank you,%u201d he said.The former senator, who served form1982-84 was outspent nearly 3-to-l in the cam %u00adpaign says he spent about $225,000 over thecourse of this quest, but says money was notthe issue and that he didn%u2019t think extra fundswould have helped because %u201cIt%u2019s that thisdistrict was drawn by Republicans forRepublicans.%u201dMontalto compared the race to both theearlier ones with strength for him in ParkSlope and Sunset Park, break-even runs inBensonhurst and Borough Park and a loss inconservative Bay Ridge. %u201c Bay Ridge is atough nut to crack and we haven%u2019t done it yet.But we have shown Republicans that theycan%u2019t take us for granted. They can%u2019t ignoreworking class people. No m atter what happens, we%u2019ve proven that to everybody.Montalto wandered through the crowdafter his rem arks, shaking hands, the uncertain victor.
