• Review of Background Materials: This would include any relevant documents that may affect the project, including the organization’s strategic plan, existing market and financial information, existing facility information, collections descriptions, any previous site or engineering studies, etc.
• Market Analysis: Conduct a review of published information on the context for museums in Canada, in the Ottawa area, and for military/ historic sites and other organizations similar to the Diefenbunker. Conduct a Comparables Analysis, selecting similar operational museums (ideally military or historic sites that have recently constructed a new above-ground centre) for detailed market and financial analysis. Assess the potential for the above-ground centre to increase visitation given the Carp location.
• Interviews with senior staff and Board members. Conduct a series of interviews with Diefenbunker staff, funders or funder representatives, Board members, and possible external market-knowledgeable individuals.
• Prepare draft report for review.
• Submit final feasibility study: which includes providing recommendations, possible phased approach, capital costs, expected attendance, operating revenue and expense projections.
