capability to fight wars through and inside the information environment of machines while achieving blended effects across the human, information and physical envi- ronments (2020-27).
The initial figure represents the start date of the mission, the second figure is the date by which the capability should be able to be demonstrated.
Not everyone would find it equally easy to adapt to new opportunities “but we’ve got to get better over time in find- ing what DST alone can do”, Professor Monro stated.
“If I look at the scale of DST we’re like a moderate university in terms of our re- search activity; moderate to large.
“There are 40 universities in Australia,
there is no value whatsoever in us compet-
ing with a larger research university. Our
distinctiveness is the fact that we can get
in behind the curtain, work hand in hand
with Defence, and work on some of the
things that only Defence can do. At times
we’ll have to bring in more of our academ-
Although there was a case in the me- dium term for workforce growth, the first priority would be to demonstrate the ability to adapt the workforce – “because I don’t think an argument that it’s too hard to reshape is a good enough argu- ment for growth."
The changes did not mean everything that DST was doing now would stop, and the correct balance would be self-assessed along the way.
“I can’t tell you at the moment if the right balance in mission is 40 per cent of what we do or 70 per cent. It’s probably not less than 40 per cent and it’s certainly not more for 60 or 70 per cent because other- wise we won’t be undertaking the support of acquisitions and day to day support,” Prof Monro said to ADM.
DST would need to transition out of some areas, particularly where a capability could be replaced by a commercial solu- tion, or a validation or test function might make a reasonable business model but re- ally didn’t require research.
Even in an area like operational analy-
sis, DST has been unable to meet all client needs over the past five years.
“Have we been as good as we could have been by in saying where are the bits of operational analysis that only DST could do and where are the bits where it would make great sense to get some in- dustry collaboration and partner with them?” she asked.
Strategic S&T priorities
The centrepiece of the new Defence Sci- ence and Technology strategy, due to be launched in early 2020, was not a strategy for the DST group but for Defence, Pro- fessor Monro commented.
“We need to make sure that our De- fence partners understand how and where they can harness the expertise they need whether it’s in Artificial Intelligence or Quantum Technologies; we need to be able to play the role of trusted adviser, to make sure we can actively shape and help co-ordinate and grow and accelerate the science and technology we have nationally to support Defence”.
ic colleagues at higher security levels.”
