LEE:ItstartedwiththeRAN’sFleetRegu- latory Review Implementation Team in the wake of the Rizzo Review. So once the blue- print had been done, the fleet had to imple- ment that. There was a range of work that we were engaged in from a range of business transformation services to various levels of engineering support.
But the RAN leadership team were find- ing their feet too - trying to understand exactly what they needed to implement because when they lifted the hood on a lot of things and found some issues, as you’d expect, as we commenced those programs.
We were fortunate in the early days that the Defence leaders we were engaged with had the resilience and the fortitude to see it through because I think if they didn’t it the reform needed could have come off the rails a few times. Defence may have reverted back to where they were, so we had to push through.
A lot of the work was simply providing augmentation and engineering services through to helping establish maritime safe- ty bureaus through to compliance frame- works. Outcomes of this program includes a sea release assurance framework that pro- vides justifiable confidence in any ship or a task group to complete its mission.
So the whole program has been quite dy- namic, lots of stakeholders, not just in the Fleet but back in Strategic Command and other parts of Defence. We had to take a lot of taking people on the journey including helping the client in Fleet to do that.
I suppose with any change it’s quite diffi- cultforpeopleatfirsttounderstandwhatwas required, what was needed. How you could
get from A to B and still meet the end goal, which was quite ambitious? How to instil that justifiable confidence in the platform, the shore support or the task group? Whatev- er it is that’s needed to confirm that a vessel or a task group is ready for its mission is in place.
Without that whole infrastructure behind it, helping to provide that justifiable confi- dence, Navy’s mission is at risk. It was a lot of work and still is a lot of work but it’s getting better and better because it’s clear we’ve got the right end goal in mind. As I said, we’re very pleased with a lot of the people we en- gage with in Defence that
they had the mindset to
see this through.
about it was that industry was engaged from the outset to help pull together the MSP ap- proach.Wewereinvolvedinaseriesofwork- shops and I think Defence was very trans- parent in what they were trying to achieve.
Now the execution happens. We’re very pleased to be with Jacobs, but it’s early days yet. Is MSP fully embraced within all of Defence? Probably not but there are a lot of people working hard to make this program a success and major change takes time, ef- fort and ownership.

We’re doing work in
CASG, predominantly in
maritime on programs like SEA5000.Thework’sbeenenjoyablebecause the team has really taken pleasure in what they’ve been able to achieve for the client.
But more recently, we’ve done a fair bit of work with Jacobs in the MSP space and that’s been great. We’ve been able to branch out into a few different areas. It’s still early days and we’re hopeful that this will im- prove as time goes on.
ADM:GiventheothersectorsBecaworks in, what lessons have to you brought from other industries into Defence?
LEE: Quite a lot actually. An easy one to pick is probably Defence Estate and Infra- structure. We have a long track record in complex program and project delivery, for example, the Melbourne Desalination plant, numerous major capital projects at airports and water treatment plants and a range of innovative, bespoke projects for manufac- turing and industrial clients across Australia.
