What is SECPID? It is your Shenandoah Estates Crime Prevention and Improvement District. Its sole purpose is to maintain Shenandoah Estates value to its residents as a great place to live. As a Special Dis- trict of the State of Louisiana, SECPID has the authori- ty to assess annual fees and the responsibility to spend the monies collected to promote security and make betterments that benefit the entire subdivision. As a public body, our meetings are open to all residents.
Our financial reports and the Minutes of meetings of the Board of Commissioners are available on our website www.secpd.org along with the names and contact informa- tion of the Commissioners. All Commissioners are required by Louisiana State law to be residents of Shenandoah Es- tates, are appointed by the Shenandoah Homeowners As- sociation, and by certain defined elected Louisiana State officials. All Commissioners are volunteers and serve with- out compensation. We are your neighbors and have the same interests in the value of living in Shenandoah Estates.
Our Cameras: We now have seven security cameras at six locations, and immediate plans for at least two more installations this year. The cameras are installed to cover traffic in the public areas of the subdivision, and access to the recorded images is restricted to law enforcement.
As everyone who attended the Shenandoah Home- owners Association meeting in July heard, the qual- ity images retrieved from our (Hi-Tech) cameras re- sulted in the apprehension of a criminal suspect within 20 hours of the incident! More recently, another of our cameras provided information on criminal activity in the Lake at White Oak, as the vehicle exited through Shenandoah Estates. Previously, another SECPID se- curity camera captured images of people walking into the subdivision who were later charged with burglary.
Our Patrols: We are proud of our patrols provided by extra duty Sheriff’s Deputies. Eight Deputies patrol in our subdivision, on average a bit more than 6 hours a day. There are no set hours, and not all vehicles are marked. Also, Deputies from the Kleinpeter Substa- tion respond as needed to assist any of our patrol Dep- uties, or at any time when Deputies are not in the area. The Statistics representing the effectiveness of their ac- tivities are published monthly in the SHA Newsletter.
What are the results? One of the best measures of the attractiveness and reputation of any area as a quality place to live is real estate values. SECPID began opera- tions on January 1, 2012. Our first significant action was to increase patrols substantially and to maintain or increase them each year since. Our first cameras were installed in 2013. At the most recent Homeowners meeting, Becky Boston, Realtor with C. J. Brown and resident of Shenan- doah Estates, presented sales information that detailed the steady increases in average sales price from about $180,000 and $82.50/sq ft for 2013 to about $225,000 and $105.00/sq ft for 2017. Prices were stagnant or mod- estly declining during the five previous years.
The Future: Our residents, saw fit to vote to renew our authorization to allow SECPID to continue opera- tions through 2024. Plans include “betterments” while maintaining or expanding our patrols and camera instal- lations. Future issues of this page in the SHA Newslet- ter will consist of articles and references to other sources that provide useful information on improving security, and of accessing other services available in the area.
