2018 IN REVIEW
The Board of Commissioners thanks all Shenandoah Estates residents for your interest and participation in SECPID’s efforts. We are very aware of the trust you put in us to use the annual fees appropriately for the benefit of the entire subdivision.
The Board will hold its next scheduled public meeting on Tuesday, January 22 at 6:30 at the Jones Creek Library to discuss, finalize and adopt the Budget for 2019. Please attend and ask questions and provide your input.
One of the highlights of 2018 was the annual Day Out Against Crime. A record number of friends and families came and met the Commissioners, the EBR Sheriff’s Deputies and St. George Fire Department personnel who protect our homes and families every day. Special thanks to St. Andrews Methodist Church for the use of their facilities.
In 2018, SECPID collected $132,000 in fees, and spent $116,000. The difference of $16,000 has been allocated to funds designated for projects and improvements in 2019 and beyond. Security expenditures of $100,000 in 2018 were 86% of total expenditures, and included $72,000 for extra duty security patrols (2,286 hours), and $28,000 for security camera installation, operation, maintenance and replacement, and other support costs. The remaining $16,000 expenditures were evenly divided between Treasury (Assessor’s fees, Sheriff’s fees, other service fees and Insurance) and Public Communications, including this monthly page and the website SECPID.ORG, where our official Minutes, financial reports, and other information are published.
SECURITY and IMPROVEMENTS
In 2018 SECPID completed a cooperative agreement with two neighboring subdivisions for use of a camera installation providing coverage of several shared access routes. The camera at the Shenandoah entrance at Jones Creek was upgraded to the latest solid-state low-maintenance technology, another new installation was competed, and one more new installation was in process. The budget for 2019 will include completion 4 new camera installations as SECPID continues to cover more access routes. It is likely that the remaining 3 original cameras will require replacement in 2019 as well.
SECPID is also working on a cooperative project with the Shenandoah Homeowners Association to address the replacement of the original entrance treatment at the main entrance.
FEES AND THE SENIOR EXEMPTION
The filings defining Shenandoah Estates Crime Prevention and Improvement District include 2,072 residences. When SECPID began operations on January 1, 2012 , 253 eligible properties were exempt from the fee. This year 344 – or 1 in 6 – are exempted, a budget reduction of about $27,000. THAT IS YOUR CHOICE UNDER THE LAW.
The annual fee costs each paying property less than 21¢ a day, All residents and properties in Shenandoah Estates benefit equally from the extra duty patrols, cameras and improvements. The Board of Commissioners asks all residents to consider additional voluntary support for these District-wide programs. [
