campus projects
Move saves more than $1.2 million

And the good news continued for Reedley's St. La Salle Catholic School, which opened for live on- campus instruction of transitional kindergarten through sixth-grade students. The school's waiver re- quest to the county was approved back on Sept. 22, allowing it to partially reopen while following state COVID caution standards.
It also means that public schools are creeping closer to eventually reopening for "blended" instruction both in-person on cam- pus and distance learning. Overall, active cases in Fresno and Tulare counties have generally been de- clining the past two weeks.
However, concern remains de- velopments early this week. De- spite Fresno County dropping by 263 when it came to active cases in an eight-day span, region com- munities saw those active cases actually rise. During that same time period, cases "under investi- gation" rose by 27 in Reedley, 24 in Sanger, seven in Orange Cove and four in Fowler. Parlier had an error in the county's comput- ing on Sept. 29 (showing only 10 total positive cases), but up to that

Among Mid Valley Times cities, Reedley leads the way with the most positive cases at 1,378 while Sanger is at 1,341 cases; Parlier as of Sept. 28 was listed with 1,077 cases and Orange Cove had 652 cases. Del Rey was at 118 cases while Fowler had 235 cases. Squaw Valley and Dunlap had 17 and five

In Tulare County, there were 16,204 confirmed cases (549 active) of COVID-19 with 263 deaths and 33 hospitalized as of midday on Tuesday, Sept. 29. Breakdowns by cities/regions show 1,805 cases in Dinuba, 583 in Orosi, 324 in Cutler, 81 in Traver, 14 in the rural area south of Reedley and four in the rural area southeast of Orange Cove. A total of 15,392 people (95.0 percent) had recovered from the virus in Tulare County.

The State Center Community College District on Sept. 16 successfully issued $205 million in “new money” general obli- gation bonds from 2016 Measure C, which will fund capital projects at college campuses throughout the district.
The SCCCD con- currently refinanced approximately $11.15 million of outstanding bonds lowering inter- est rates and reducing the annual deb service payments for taxpay- ers. The financings will close on Oct. 1.
Through the refi- nancing, property own- ers within the District will save more than $1.2 million over the remaining life of the bonds (approximately $1.1 million in today’s dollars). Refunding bonds, which are simi- lar to refinancing a home mortgage, pay off existing debt with funds borrowed at low- er interest rates. The savings then are passed on to taxpayers in the form of lower property taxes. The bonds were refinanced without ex- tending the term of the prior bonds.
The Measure C
bonds will fund a number of capital im- provement projects. Measure C was ap- proved by voters in June 2016. Following this issuance, there will be approximately $205 million in remain- ing unissued Measure C bonds left to be sold. Timing of the sale was extremely beneficial as municipal bond yields remain near historically low levels. The District secured an overall interest rate of 2.12 percent.

The positive results of this bond sale reflect the com- mitment of the SCCCD Board to effectively manage its bond pro- gram and demonstrate strong fiscal steward- ship of public funds.”
The district has four community colleges — including Reedley Col- lege — along with two educational centers.

Parlier, Orange Cove and Fowler were among 14 Fresno County cities to be included in the award. Other cities included Clo- vis, Coalinga, Firebaugh, Huron, Kerman, Kings- burg, Mendota, San Joa- quin and Selma. Though these cities have previ- ously received CARES Act funding through a $500 million allocation from the State of Cali- fornia, the amounts re- ceived were dispropor- tionately smaller than
the funding received by communities of more than 500,000 residents through federal CARES Act allocations.
According to the County of Fresno, many smaller cities are dis- proportionately affected by COVID-19 because of the types of house- holds and workforces in those communities, resulting in dispropor- tionately higher casel-
oads than in the Fres- no-Clovis metropolitan areas. As theses cities face COVID-19 issues, their budget have been significantly impacted, said the county.
Of the county’s near- ly 28,000 confirmed CO- VID-19 cases reported last week, the city of Reedley had reported 1,366 cases, the second most of any non-metro- politan city in the county
(behind Selma at 1,468). Sanger had reported 1,326 cases while the city of Parlier had re- ported 1,077 cases.
The county also said that, though this alloca- tion does not offset the entire disparity, it is an attempt to reduce that disparity to assist the smaller cities beyond what Fresno County al- ready has done in these communities.
