Conditional Use Permit Application No. 2019-6 & Environmental Assessment No. 2019-13
NOTICE IS HEREBY GIVEN that in accordance with Sections 65090 and 65091 (Planning and Zoning Law) of the Government Code; and, pursuant to the procedures of Title 10 of the Reedley Municipal Code, the Reedley Planning Commission will conduct a public hearing to
consider the following:
1. Environmental Assessment No. 2019-13: Recommend that the project is exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15303 (Class 3/New Construction or Conversion of Small Structures) and Section 15332 (Class 32/In ll Development Projects) of the CEQA Guidelines.
2. Conditional Use Permit Application No. 2019-6: Recommend that the Planning Commission approve the authorization of the sale of beer and wine for off-site consumption within a proposed 5,680 square-foot convenience store with quick service restaurant (QSR) options and dine-in seating to be constructed at 1577 East Manning Avenue, located on the south side of East Manning Avenue, between North Kady Avenue and South Buttonwillow Avenue. The applicant is proposing to obtain a Type 20 License (Off-Sale Beer & Wine) from the California Department of Alcoholic Beverage Control. Conditional Use Permit Application No. 2019-6 only pertains to the proposed conditional use of beer and wine sales for off-site consump- tion. The proposed construction of a convenience store is a by-right use and does not require the approval of the Planning Commission. The project is considered an in- ll development project and is con- sistent with the 2030 General Plan Community Commercial Planned Land Use Designation and the CC (Central and Community Com- mercial) zone district.

Public Notice
Paci c West Communities, inc., intends to seek nancial assistance from USDA, Rural Housing Service (RHS) for a multi-family rental new construction project known as Sanger Crossing II. The proposed action consists of a new 36-unit family apartment complex to be lo- cated on a vacant 1.43± acre property located at the northeast corner of J Street and North Avenue in Sanger, Fresno County, California. Sanger Crossing II will consist of three two-story residential build- ings. The residents will share common facilities constructed in the rst phase of the Sanger Crossing project, including a clubhouse with an of ce, community room, exercise room and meeting room with kitchen, and a playground. The unit mix will include 12 two-bedroom and 24 three-bedroom units. The site will include both covered and uncovered off-street parking, with the balance of the site landscaped. A separate vacant half-acre parcel located on the north side of the existing apartments will be improved for use as a sports eld and play area.
RHS has assessed the environmental impacts of this proposal and determined that the location of Sanger Crossing II will convert or ef- fect a oodplain or critical action oodplain. In accordance with Exec- utive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the Agency is notifying the in- terested public of this land conversion. It has been determined that there is no practicable alternative to avoiding this conversion or effect and that there is a signi cant need for the proposal. The basis of this determination is that the proposed project location is the only parcel which is owned by the City, and therefore available for use as the City’s contribution to an affordable housing development; and also of suf cient size for the proposed project. Other vacant parcels within the City of Sanger which could be considered are also in a ood zone, are in agricultural use, or are zoned for incompatible uses.
