Staff Report
Central Valley 23rd District Assem- bly Member Jim Patterson shared his thoughts on the U.S. Constitution’s Bill of Rights during a Dec. 7 program at the Reedley College Student Center.
The annual event was held in con- junction with the 226th anniversary of the Bill of Rights. It’s also a fundraiser for Reedley College’s Constitution Week conference held each September.
Patterson, a Republican from Fresno, served as mayor of that city from 1993
to 2001. He was elected to the Assembly in 2012. He gave a capsulized history of the Bill of Rights — passed and ratified in 1791 — in connection with the Decla- ration of Independence and Constitution.
Patterson called the Declaration of Independence “the poetry of our govern- ment” and a “beautifully written” docu- ment. He then called the Constitution the contract of how the federal government was formed and what Americans’ respon- sibilities would be. Patterson called the Bill of Rights “an addendum” to that contract.
“The key of the Constitution was the
right and duties of responsibilities of the federal government through the states, rights as free-born people,” he said. “So we see the construction of limited gov- ernment and separated government.”
Patterson spoke about the different amendments of the Constitution and later went into detail on the Bill of Rights. He said the United States’ rule of law and rights for the people was a stark contrast to the world in the late 1700s.
“These were remarkable rights, be-

work in progress where the dis- trict has made gradual air qual- ity improvements to the buses they had until funding for the new vehicles was complete.
Now, the district has buses that cause zero and near-zero emissions. Four electric buses with zero emissions are used in the city along with the bulk of compressed natural gas buses. Even the fleet’s diesel buses are the newer clean-air variety that burn much clean- er than old 10-speed Crown buses manufactured from the late 1940s to 1991.
Clean-air diesel buses travel to KCUSD schools in Dunlap and Miramonte.
Flores said KCUSD has seen a huge reduction in its fueled costs because of less money spent on compressed natural gas compared to diesel.
“We’re probably spend- ing $1.25 a gallon compared to almost $3 a gallon in diesel,” he said. A federal rebate also knocks about 50 cents per gal- lon, helping increase the savings.
All the new buses are equipped with three-point seatbelt restraints for stu- dents on board. The buses are filled at the 31 slow fuel natu- ral gas stations at the Central Valley Transportation Center at Apple and Huntsman Av- enues in south Reedley.
An added bonus of the buses is how quiet they run. Flores said they “almost sound like an oversized golf cart.”
Kings Canyon Unified’s Transportation Department serves almost 4,500 students on a daily basis. During the 2016- 17 school year, district buses traveled more than 1.7 million miles to district schools.
