PROPOSITIONS Continued from page A1
Proposition 15: Business property tax
If passed, Proposition 15 would change how some businesses pay their property taxes. Un- der California’s Proposi- tion 13, owners pay prop- erty taxes based the price of their real estate when it was originally purchased. Proposition 15 would amend the law, requiring certain commercial and industrial companies to pay property taxes based on current market value.
Properties zoned as commercial agriculture and companies with less than 50 employees would be exempt from the new

Proposition 16: Restoring affirmative action
This ballot would re- store affirmative action in California, which was done away with in 1996 under then California Governor Pete Wilson. If passed, Proposition would allow universities and government offices to factor in someone’s race, gender or ethnicity in making hiring, spend- ing and admissions deci- sions.
The ballot is being supported by California Community Colleges, the University of California and California State Uni- versity system. It is be- ing opposed by Califor- nians for Equal Rights,
the Chinese American Civic Action Alliance, Students for Fair Admis- sions and the California Republican Party. Proposition 17: Right to vote for parolees
Proposition 17 would allow people who are on parole in California to vote. Not only would pa- rolees be allowed to vote if the ballot measure is approved, parolees would also be allowed to run for public office if they are registered to vote and have not been convicted of perjury or bribery.
Those for the proposi- tion argue that allowing parolees civil engage- ment would lead to few- er repeat crimes while
helping them remove the stigma of their past. Those against it argue that voting is a right that offenders should receive only after showing they have been rehabilitated. Proposition 18:
Voting at age 17
This proposition, if passed, would allow 17-year-olds to vote in a primary election if they will be 18 and eligible to vote in the next general election. Those in sup-
port of the measure say allowing teens to vote through this process could increase civic in- terest and voter partici- pation among the youth while those against it ar- gue that 17-year-olds are still children in the eyes of the law and are not otherwise allowed to en- ter into legal contracts. Proposition 19: Portable property tax break
If passed, this ballot measure would allow
senior citizens, disabled and homeowners dis- placed by wildfires and other natural disasters to retain their lower property taxes when pur- chasing a new home for the sake of downsizing or due to displacement.
This measure has re- ceived the support of the California Association of Realtors, California Professional Firefight- ers and the California Nurses Association.

My name is Nancy Hernandez and I have lived in Orange Cove my entire life. This community alongside with my parents has taught me the importance and value of getting an education. It was especially important for my farm working parents since the only language I knew at home was Spanish. This meant the educational system would place me in ELA which is common among farm working families. Being able to receive and secure a great education regardless of one’s background is extremely important so students can achieve their highest potential. The education I received gave me the opportunity to graduate high school and intern for NASA’s Ames Research Center as a JavaScript programmer. I want our students to have the best resources necessary to succeed and achieve their dreams!
