PUBLIC NOTICE OF COUNCIL VACANCY
PUBLIC NOTICE IS HEREBY GIVEN of a vacancy in the City Council Dis- trict 4 seat. Any resident of District 4 interested in serving as a City Coun- cilmember and meeting the eligibility and residency requirements is hereby invited to submit an application. The successful candidate will serve from the time of the appointment by the City Council until December 2022, com- pleting the term of the vacant seat.
Eligibility and Residency Requirements:

For COVID-19 Consulting and Sanitation Services
The Governing Board (the “Board”) of the Dinuba Unified School Dis- trict (the “District”) desires to select one or more qualified providers of short-term COVID-19 consulting and sanitation services. This Re- quest for Proposals (“RFP”) does not commit the District to award a contract or pay any costs incurred in the preparation of a proposal responsive to this RFP. The District reserves the right to negotiate changes in and to accept the proposal(s) that it considers to be in the
best interest of the District.
Submittal Due Date:
An original and two (2) copies of the proposal shall be delivered no later than Wednesday December 9, 2020, at 2:00 p.m. (PST) to the Dinuba Unified School District, 1327 E El Monte Way, Dinuba, CA 93618, Attention: Jack Schreuder. Proposals not received by the deadline will be returned unopened.
Overview of the District:
The District is a comprehensive K-12 school district located in north- east Tulare County, with six (6) elementary schools that serve 3,400 elementary students.
The District has applied for a waiver from local health officials to offer in-person instruction at the following elementary school sites:
Scope of Services:
The selected provider will offer COVID-19 consulting and sanitation services for its elementary school sites. These services may include, but are not limited to, the following:
•Perform inspection/audit management preparedness
•Identify all potential pathways of virus transmission in the workplace. •Manage contact tracing and communication in the event of positive testing of your staff
•Train staff on proper cleaning and disinfection services
•Perform deep clean and sanitation as needed to ensure that impact- ed areas are thoroughly disinfected
•Provide equipment, materials and support services and other items related to the scope of work
The District will work with the selected provider(s) to determine the appropriate scope of services. Additionally, the scope of services may be extended to additional sites permitted to open in the future.
The District intends the services to begin in January 2021 with the return of its elementary students to campus. These services will be temporary and the District expects that they will be required only dur- ing such time that the COVID-19 protocols are required and students / staff are on campus. Should the District be prohibited by the State, County or other entity from having students and staff on campus, the services will be terminated immediately.
Proposal Format and Content:
The proposal should be clear, concise, complete, well organized, and demonstrate respondent’s ability to follow instructions. The following sections should be included in the proposal in the order listed:
A. Cover Letter – A cover letter signed by an authorized officer of the firm submitting the proposal. The cover letter must also indicate the appropriate contact person(s) for the District.
B. Organization Information – Provide a brief history of your organi-
zation, including: (1) number of years the organization has been in business, (2) location of corporate/main office and location of office (if different) that will perform the work required by this RFP, and (3) list of basic services provided by your organization.
C. Qualifications and Experience – Describe your experience as an organization providing COVID-19 consulting and sanitation services to public school districts and to other organizations.
D. Staffing Information – Provide an organization chart and identify key team members of your firm who will perform services for the Dis- trict.
E. Fee Schedule – Provide a detailed fee schedule to provide the scope of services. The proposal should also identify all reimbursable expenses, including travel. The District will negotiate contract details and pricing with one or more providers.
Selection Process:
Proposals will be opened privately to assure confidentiality and to avoid disclosure of the contents to competing respondents prior to and during the review, evaluation, and negotiation processes. How- ever, to the extent that the submittals are public records under Cali- fornia law, they may be subject to release to members of the public if specifically requested under applicable law.
The following items will be considered by the District in the selection process, listed in order of relative importance:
•Proposed fee schedule
•Qualifications and experience of the organization and proposed team members
•Proximity to District school sites
•Organization, presentation, and content of the proposal
Interviews, Selection, and Contract Negotiations:
The District may, but is not obligated to, conduct interviews with the providers that respond to this RFP. If conducted, the interviews will be held on a date and time to be determined.
The District will select one or more firms deemed most qualified to perform COVID-19 consulting and sanitation services. Should the District be unable to negotiate a satisfactory contract with one of the proposing entities, the District is under no obligation to enter an agreement with any of the entities.
Special Conditions:
Amendments: The District reserves the right to cancel or revise this RFP in part or in its entirety. If the District cancels or revises the RFP, all respondents will be notified by addenda. The District also reserves the right to extend the date responses are due, or postpone the inter- view date.

Replies involving any substantive issues will be issued by addenda and mailed to all parties recorded by the District as having received the RFP documents.

Compliance with Law: While performing the services contemplated by this RFP, the selected provider agrees to comply with all applicable laws and regulations. Costs: Costs of preparing a proposal in response to this RFP are solely the responsibility of the respondent.
Limitations: This RFP does not commit the District to award a con- tract, to defray any costs incurred in the preparation of a proposal pursuant to the RFP, or to procure or contract for work. SANGER CITY COUNCIL
Notice is hereby given that the City Council of the City of Sanger will hold a public hearing at its meeting on December 17, 2020, at 6:00 p.m., or as soon thereafter as possible, to consider support of a funding application by the South Kings Groundwater Sustainability Agency to the California Department of Water
Resources for Sustainable Groundwater Management Implementation.
The meeting at which the public hearing will be held will be conducted pursuant to the provisions of Paragraph 11 of the Governor’s Executive Order N-25-20 which suspends certain requirements of the Ralph M. Brown Act, and as a response to mitigating the spread of COVID-19, the meeting will be held via teleconference and will not be open to the public. Written comments must be delivered to the City Clerk’s Office prior to the scheduled hearing date. Proposition 68 includes $240M for drought and groundwater investments to achieve regional sustainability. Of this, at least $120M is for investments in groundwater recharge with surface water, stormwater, recycled water, and other conjunctive use projects, and projects to prevent or clean up contamination
of groundwater that serves as a source of drinking water. The funding is to be distributed by groundwater basins, and the maximum grant amount is $5 million
for any one basin.

In accordance with the provisions of Labor Code Section 1771, this Project is subject to the general prevailing rates and wages and employer payments for health and wel- fare, pension, vacation, travel time, and subsistence pay as provided for in Labor Code Section 1773.8.

As this project involves federal funds, Davis Bacon re- quirements will be enforced. Federal minimum wage rates, as predetermined by the U.S. Department of La- bor, have been attached to the bid documents. If there is a difference between the federal minimum wage rates predetermined by the U.S. Department of Labor and the Prevailing Wage Rates determined by the Director of the Department of Industrial Relations of the State of Califor- nia for similar classifications of labor, the Contractor and his subcontractor shall pay no less than the higher wage rate. Additionally, the prime contractor (and their subcon- tractors) will be required to be registered with the System of Award Management (SAM.gov) prior to work commenc- ing.
