The city attorney said when she prepared the proposed ordinance for the committee to review she was just responding to what she un- derstood the committee had asked for at a previous meeting.
After a lengthy debate among committee members, the commit- tee finally voted to ask Montoy to come back to a future meeting with two proposals, one including a per- centage and another with only the baseline. The committee will then decide which one to recommend to the city council.
The committee also voted to
ask the city to send out requests for proposals (RFPs) to attempt to find another auditing firm to do
a compliance audit of Measure S spending.

money returned by a few award recipients to other nonprofits.
The accounting firm of Brown Armstrong did a previous audit that did not meet the standard of a "com- pliance" audit.
Miser claimed the firm was given the wrong information by the city.
"They [Brown Armstrong] did everything they were told to do," said Miser.
The city had recommended us- ing Brown Armstrong in a second
Brown Armstrong, however, bowed out, recommending to the city that another firm do the audit.
Committee member Tony Gon- zalez asked finance director Gary Watahira to send him copies of all the RFPs that go out to auditing firms.
The contentious tone of the meeting was set early. During the public forum, Jerry Valadez, CEO of SAM Academy, expressed disap- pointment that the city council had turned down a recommendation by the committee to redistribute grant
"The committee should ask the council to rescind its action," said Valadez.
He based his request on what he characterized as miscommunica- tion and misunderstanding.
"There is no clear understand- ing by the council about how much this committee knows about how nonprofits use that grant money."

Citizen of the Year Rolinda Hernandez
has an instant fan club
Dick Sheppard/Sanger Herald
After fire department administrative assistant Rolinda Hernandez, center, was named Citizen of the Year by the chamber of commerce, her family, friends and coworkers gathered in front of the fire department to congratulate her and have their photo taken with the new celebrity.

school where her God daugh- ter Sammy attends. There is nothing she would not do for Sammy, so she plans all her school carnivals, volunteers with fund raisers, movie night and any school event. Another place you will
find Rolinda would be cheer- leader and involvement in her God children Aaron and Sammy's karate classes.
Rolinda not only empow- ers, she educates in healthy eating and fitness through Rhonda Fitness to the Adults. She also works closely with youth to promote the differ- ent programs that Sanger has to offer, whether it is Sanger Fire or Police explor- ers, NJROTC, Hope Sanger
youth club or any community program where youth can participate.
Rolinda is a person who
is always learning to inspire and help the community she lives in. She is someone who is there for anyone who needs a hug, encouraging words, prayer and will help provide a direction helping them break and breaking with them.
Just a couple of her achievement's:
• City of Sanger 2016 Spe- cial Recognition Award for Work Ethic for maintaining the highest standard of accountability, responsibility and professionalism; and,
• City of Sanger 2013 Em-
ployee of the Year.
City manager Brian Had-
dix praised Rolinda back in 2013, " ... One of her major accomplishment this last year, was to completely document and develop a procedure book for the position of administrative secretary. This was a long overdue project that she embraced fully and with an incredible amount of energy and zeal.
"Lastly, aside from spend- ing hours at home, off duty, working on projects for the department, she has accept- ed responsibility by assisting as staff secretary to the Mea- sure S Citizen's Oversight Committee. She attends city
council meetings, on her own time, to learn more about the City and to keep up to date on city functions.
"Rolinda is interactive
in the community and has been instrumental in recent community events such as National Night Out, Farmer's Markets and the collabora- tive Fire/Police Open House.
Rolinda is a strong advo- cate for the fire department and the City of Sanger. She may not wear the badge of a firefighter, but has the dedication, determination and tenacity of one."
It is with great pleasure I nominate Rolinda Hernandez as your Citizen of the Year.

They have found time to work, to lead and serve with humor and grace, but always on the sideline or in the back- ground.
Doug and Norma have giv- en their hearts to the work- ing families and received admiration and affection from all of them including the extended family and friends and we can't forget their em- ployees who have received

The whole family would bag their oranges and then Doug would truck them to markets in Portland, Santa Maria and locally. In 1977 Doug and Norma started Kings River Packing and began packing commercially. The business has grown over the years and now packs oranges, lemons, Minneolas and mandarins that ship all over the United States and to and foreign markets.
