Notice of Intention to Adopt a Mitigated Negative Declaration / Notice of Availability
Notice is Hereby Given: The City of Dinuba (City) is the Lead Agen- cy on the below-described Project and has prepared an Initial Study / Mitigated Negative Declaration (MND) on the proposed Dinuba Wa- ter Well Project (Project) which includes installation of a new water well to supplement the City’s potable water supply. The complete Project description, location and the potential environmental effects are contained in the MND. The MND has concluded that no signi -
cant environmental impacts will occur as a result of the Project. Project Title: Mitigated Negative Declaration for the Dinuba Water Well Project
Project Location: The proposed well site will be located just outside the western boundary of the City, east of the Alta Irrigation Ditch. The site is north of El Monte Way/Avenue 416 and east of Road 64. The proposed water well will be located within an existing fenced area utilized for a City-operated storm drain outfall structure and storm drain pump station.
Project Description: The proposed Project consists of installation of a test well to determine water production potential and running a series of samples for analysis of water quality that is suitable for Di- nuba’s water supply. If the test well proves feasible, a new permanent water well will be installed. The Project consists of the following:
1. Test Well – A test well has been installed to enable collection of information on subsurface geology, the water production potential, and vertical variations in water levels and groundwater quality at the site to a depth of 700 feet. Water samples were collected from ap- proximately ten depths.
2. New Water Well – If the test well results show that the Project site is a viable location, the City will proceed with the design and installa- tion of a new water well. The  nal design of the well (depth, produc- tion capacity) will be dependent on the test results.
3. Abandonment/Back ll of Existing Stormwater Basin – the pro- posed Project would be located at an existing stormwater basin. The basin is proposed to be abandoned and back lled to accommodate the proposed water well. Under existing conditions, stormwater is collected in the basin and then routed into the adjacent Alta Irriga- tion District canal. Under the proposed Project, stormwater would be routed directly to the canal.
Document Availability and Public Review Timeline: Due to the time limits mandated by State law, your response to the Mitigated Negative Declaration must be sent at the earliest possible date but not later than 30 days after receipt of this notice. The review period for the Mitigated Negative Declaration will be from September 24, 2020 to October 24, 2020. Copies of the Mitigated Negative Decla- ration can be reviewed at the City of Dinuba, 405 E. El Monte Way, Dinuba, CA 93618.

Proposal:
The project is a proposal to annex nine parcels containing approxi- mately 8.5 acres of land from the County of Tulare into the City of Dinuba, and also amend General Plan land use designations for four of the parcels (see attached map) from “Medium-High Density Resi- dential” to “Community Commercial”. The project will also apply City of Dinuba zoning (the C-3 (Community Commercial) zone to the par- cels upon annexation.
Notice is also given that an environmental assessment has been con- ducted for the project, consistent with the Guidelines of the California Environmental Quality Act (CEQA). Based on the assessment it has been determined that the action will not have signi cant effects on the environment and a Negative Declaration has been prepared for adoption.
