NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Sanger, California will hold a public hearing at a meeting to be held at 6:00 p.m., Thursday, August 13, 2020 at the City Hall Council Chambers, 1700 7th Street Sanger, California, to consider the following:
2019 Housing Element Annual Report Planning Area 2019 Housing Element Update –
Annual Progress Report: Annual Report and Status of the General Plan and Acceptance of the 2019 Housing Element Annual Perfor- mance Report and Authorizing Submission of the Report to the California Department of Hous- ing and Community Develop- ment and the Governor’s Of ce of Planning and Research.
This meeting will be conducted
pursuant to the provisions of
Paragraph 11 of the Governor’s
Executive Order N-25-20 which suspends certain requirements of the Ralph M. Brown Act, and as a response to mitigating the spread of COVID-19, the meeting will not be open to the public. Notice of Intention to Adopt a Mitigated Negative Declaration / Notice of Availability
Notice is Hereby Given: The City of Sanger (City) is the Lead Agen- cy on the below-described Project and has prepared an Initial Study / Mitigated Negative Declaration (MND) on the proposed Tombstone Territory Water Connection Project (Project) which includes installa- tion of a new potable water distribution system within the Tombstone Territory to connect to the City of Sanger’s existing water distribution systems. The complete Project description, location and the potential environmental effects are contained in the MND. The MND has con- cluded that no signi cant environmental impacts will occur as a result
of the Project.
Project Title: Mitigated Negative Declaration for the Tombstone Ter- ritory Water Connection Project
Project Location: The Tombstone Territory is in an agricultural area of Fresno County, located approximately one-half mile south of the City limits of Sanger, California. The new water system will be installed within the community of Tombstone and a pipeline will connect with the City’s distribution system and transmit water south along Greenwood Avenue and west along Central Avenue. New wa- ter distribution pipelines will be installed under paved and dirt surface streets including Fairbanks Avenue, Tinoco Avenue, Cottle Avenue, and an unnamed dirt road in the community of Tombstone.
Project Description: The proposed Project will involve installing ap- proximately 13,130 linear feet of water main pipeline and associated hydrants and valves to connect the City of Sanger’s water distribution system to the community of Tombstone. A total of 3,986 linear feet of new water pipeline will tie into the City distribution system along Greenwood Avenue just south of its intersection with Lime Avenue and run south to its intersection with Central Avenue. Another 4,978 linear feet of new pipeline will connect to the City distribution system at the intersection of Central Avenue and Academy Avenue and run west along Central Avenue, connecting to the new Greenwood Av- enue pipeline, then continuing west to just short of the intersection of Central Avenue and Bethel Avenue. Additional new segments (total- ing 4,166 linear feet) will tie into the new Central Avenue and Green- wood Avenue pipelines and run under paved surface streets (Fair- banks Avenue, Tinoco Avenue, and Cottle Avenue) and an unnamed dirt road in the community of Tombstone. A network of hydrants and valves will be installed along the new pipeline alignment. The new water system will serve 57 existing lots (83 total living units) within the community. Construction will occur as plans and funding are in place and is expected to start in Year 2021 and will take approximately one year to complete.
Document Availability and Public Review Timeline: Due to the time limits mandated by State law, your response to the Mitigated Negative Declaration must be sent at the earliest possible date but not later than 30 days after receipt of this notice. The review pe- riod for the Mitigated Negative Declaration will be from July 31, 2020 to August 31, 2020. Copies of the Mitigated Negative Declaration can be reviewed at the City of Sanger, 1700 7th Street, Sanger, CA 93657.
