These notices shall satisfy two separate but related procedural re- quirements for activities to be undertaken by the City of Dinuba.
REQUEST FOR RELEASE OF FUNDS
On or about February 8, 2020 the City of Dinuba will submit a request to HCD for the release of CDBG funds under Title 1 of the Housing & Community Development Act of 1974, as amended, to undertake a project known as Kern Street Storm Drain Improvements Project, Phase I for the purpose of funding 11 the construction of storm drain infrastructure along approximately 6,000 feet of Kern Street and a block northwest of Kern Street along K, J, and I Streets in Dinuba, Tulare County, California. The Total Development Cost for the project is estimated to be Three Million Six Hundred Fifty Thousand Dollars ($3,650,000), including $3,000,000 of CDBG funds. The Project will consist of installing approximately 6,000 lineal feet of storm drain- pipe with the majority of lineal footage coming from the installation of the 60-inch pipe. In addition to the storm drainpipe, the project will include multiple manholes and drain inlets to accompany the storm drain infrastructure. Due to the size of the trench created by the in- stallation of the 60-inch storm drainpipe, the City will have to recon- struct the existing roadway. During the construction of the roadway, all non-compliant ADA curb ramps located within the project limits will be replaced. The project scope will also include minor water and sewer improvements. The storm drain project will be crossing multiple locations where the City’s existing infrastructure is extremely brittle and cannot withstand the bridged gap caused by the trenching ac- tivities required to install the storm drainpipe. The brittle sewer and water facilities will be replaced as necessary during the construction of the project. In addition, the project will also include working with the Union Paci c Railroad when jacking and boring the storm drainpipe underneath their facilities. Additional funding includes $300,000 in City Storm Drain funds and $350,000 in City Transportation funds.
FINDING OF NO SIGNIFICANT IMPACT
The City of Dinuba has determined that the project will have no sig- ni cant impact on the human environment. Therefore, an Environ- mental Impact Statement under the National Environmental Policy
Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on  le at the City of Dinuba and may be examined or copied Monday through Friday 8:00 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Dinuba at the above address. All comments received by February 7, 2020 will be considered by the City of Di- nuba prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Dinuba certi es to HCD that Luis Patlan, City Manager, in his capacity as certifying of cer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsi- bilities have been satis ed. HCD’s approval of the certi cation satis-  es its responsibilities under NEPA and related laws and authorities and allows the City of Dinuba to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HCD will accept objections to its release of funds and the City of Dinu- ba’s certi cation for a period of  fteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certi cation was not executed by the Certifying Of cer of the City of Dinuba; (b) the City of Dinuba has omitted a step or failed to make a decision or  nding required by HCD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have com- mitted funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written  nding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HCD, CDBG Department, Attn: Janice Waddell, Section Chief, 2020 W El Camino – Room 200, Sacramento, CA 95833.. Potential objectors should contact HCD to verify the actual last day of the objection period.

REQUEST FOR RELEASE OF FUNDS

The Total Development Cost for the project is estimated to be Three Million Five Hundred Thousand Dol- lars ($3,500,000)  nanced solely with CDBG funds. The Project will install approximately 4,000 lineal feet of sewer main to serve the current residents within the Griggs Avenue Subdivision, Western Sky Mobile Home Park, and various residents along Alta Avenue that currently do not have access to City sewer infrastructure. In addition, the project will add approximately 750 lineal feet of water main to the Griggs Avenue subdivision along with ap- proximately 500 lineal feet of storm drain improvements and will include the reconstruction of Griggs Avenue which will include concrete curb & gutter, sidewalk, streetlights, and other miscellaneous City road infrastructure.
FINDING OF NO SIGNIFICANT IMPACT
The City of Dinuba has determined that the project will have no signi cant impact on the human environment.
