Adoption of a needs analysis is a prerequisite to adopting alternative school facilities fees under Government Code sections 65995.5, 65995.6 and 65995.7. The public hearing will take

The resolution to be considered, if adopted, would also adopt the alternative school facilities fee to be imposed on development within the boundaries of the District for the purpose of funding the construc- tion or reconstruction of school facilities. The Governing Board will also consider its exemption from the re- quirements of the California Environmental Quality Act (CEQA) rela- tive to the adoption of the fee and the adoption of a notice of Exemp- tion pursuant to Education Code section 1762, subd. (a).

Notice of Public Meeting for Discussion of Possible State CDBG Application
NOTICE IS HEREBY GIVEN that the City of Orange Cove will conduct a public meeting on April 8, 2020 at 6:30 p.m., at Orange Cove City Hall located at 633 6th St, Orange Cove, California in order to discuss a possible application for funding under the next  s- cal year’s (July 1 to June 30) State Community Development Block Grant (CDBG) Program and to solicit public input on possible com- petitive and supplemental activities to be included in the application. The Community Development and Economic Development Alloca- tions of the State CDBG program will be published a combined “Notice of Funding Availability” (NOFA) each program year. Eligible cities and counties may submit applications for CDBG funds under the NOFA for a maximum per application request of $ 3,000,000. It is estimated that the funding of the State 2019-20 CDBG program allocation is approximately $60 million ($30 million in 2019 funds and $30 million in 2020 funds) in funding for the Community Devel- opment Block Grant (CDBG) Program through this Notice of Fund- ing Availability (NOFA). The Department will also be re-allocating prior year program funding as it becomes available, as identi ed in the 2019-2020 Action Plan to this NOFA.
The Economic Development “Over-the-Counter” (OTC) Allocation requires a separate application with a maximum limit of $3,000,000 per year. The NOFA also includes the Native American and Colo- nia’s Allocations. The Native American Allocation is only for areas with high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria. The Colonia’s funding is only for designated communities within 150 miles of the Mexican- American border. ELIGIBLE ACTIVITIES UNDER THE ABOVE ALLOCATIONS IN THE NOFA CONSIST OF: HOMEOWNERSHIP ASSISTANCE AND HOUSING REHABILITATION PROGRAMS; PUBLIC FACILITY AND PUBLIC IMPROVEMENTS PROJECTS (INCLUDING PUBLIC IMPROVEMENTS IN SUPPORT OF NEW HOUSING CONSTRUC- TION); PUBLIC SERVICE PROGRAMS, PLANNING STUDIES, ECONOMIC DEVELOPMENT BUSINESS ASSISTANCE AND MICROENTERPRISE ACTIVITIES. ELIGIBLE ACTIVITIES PAID FOR WITH STATE CDBG FUNDS MUST MEET ONE OR MORE OF THE THREE NATIONAL OBJECTIVES LISTED IN CDBG FEDERAL STATUTES AS FOLLOWS: BENEFIT TO LOW –MOD- ERATE INCOME HOUSEHOLDS OR PERSONS; ELIMINATION OF SLUMS AND BLIGHT; OR MEETING URGENT COMMUNITY DEVELOPMENT NEED.
The purpose of this public hearing is to give the public an opportu- nity to make their comments known regarding what types of eligible activities the City of Orange Cove should apply for under the State CDBG program. A separate public hearing will be held to discuss and approve the application prior to submittal to the State.
