Yoyner Ardila
Yoyner Ardila of Di- nuba, died March 18. He was 54.
He was a depart- ment supervisor.
Graveside services will be on March 26 at 11:30 a.m. at Smith Mountain Cemetery.
Surviving fam- ily members include spouse, Ofelia Ardila, two daughters, three sisters and five grand- children.
Sterling & Smith Fu- neral Home is handling the arrangements.
Colleen Blair
Colleen Lavar Blair of Sanger died March 21. She was 82.
Mrs. Blair worked as a bus driver for Sanger Unified School District.
She is survived by two sons, Bill and Mark Blair, both of Sanger.
No services will be held.

Antonio Gutierrez Antonio Gutierrez
of Dinuba died March 23 in Fresno. He was 68.
Mr. Gutierrez owned and operated an upholstery business.
He is survived by his wife Maria Gutier- rez, three daughters and four grandchildren.
A graveside service will be held at 1 p.m.
Friday, March 27 at Smith Mountain Cem- etery in Dinuba.

Charles Lee Rowan Jr. Dinuba resident
Charles Lee Rowan Jr. died March 14 in Cut- ler. He was 18.
Mr. Rowan was a student.
He is survived by his mother, Deanna Barnett, four brothers and four sisters.
Visitation will be at 10 a.m. Friday, April 3, at the family home in Dinuba. A graveside service will be at 12:30 p.m. Friday, April 3 at Smith Mountain Cem- etery in Dinuba.

Domingo Sustaita Jr. Domingo Sustai-
ta Sr. of Cutler died March 18 in Visalia. He was 79.
Mr. Sustaita worked as a truck driver.
He is survived by his wife Manuela Sus- taita, three sons, five daughters, 20 grand- children and three great-grandchildren.
Visitation will be from 3 to 8 p.m. with a rosary at 6 p.m. on Thursday, April 2, at Dopkins Dinuba Funer- al Chapel. A graveside service will be at 10
a.m. Friday, April 3, at Smith Mountain Cem- etery in Dinuba.
Vesta Marie Watson
Vesta Marie Watson
of Greenwood, Ark., died March 16 in Ar- kansas. She was 99.
Mrs. Watson, a for- mer Dinuba resident, was the widow of Olin Watson.
She is survived by three daughters; one granddaughter; three step-grandchildren; sixteen great-grand- children; one sister; one brother; many nieces and nephews and her much loved church family.
A private family fu- neral was held March 20, with burial in Ar- kansas. A memorial service will be held at a later time.
In lieu of flowers, memorial contributions may be made to the Greenwood Church of Christ, Mercy Hospice or a charity of your choice.

Frances Crawford
Williams of Traver died March 10. She was 86.
Mrs. Williams was a homemaker.
She is survived by two granddaughters and three great-grand- children.

In response to an executive order by California Gov. Gavin Newsom is- sued on March 19, ordering a statewide shelter-in-place, the city of Sanger or- dered the closure of certain bars and restaurants within the city.
Citing Article 1 of Chapter 26 of the city code, Sanger City Manager Tim Chapa released the emergency order on the afternoon of March 20. In a press release to the Times, Chapa gave explanation for the closures.
“To protect the health of the public and to conform to the statewide ‘shel- ter in place’ order, restaurants and bars within the city of Sanger are closed un- til further notice,” Chapa explained.
The emergency order defined res- taurants as ‘any establishment that sells food for consumption on-prem- ises’. Though the order prohibits res- taurants from allowing consumption of
food on-premises, it further stated that delivery, drive through and pick-up op- tions will be allowed.
In regards to bars within the city, the order called for the closure of all bars that are permitted by California Alcohol Beverage Control to sell beer, wine or distilled spirits for on-site con- sumption. Excluded from the order are bars that are currently authorized to provide off sale beer and wine to be consumed off premises.
Also, bars that prepare meals in a full kitchen may continue to provide meals through drive through, pick up or delivery options but will still be sub- ject to bar closure for on-site alcohol and meal consumption.
The order also states that the Sanger Police Department and Sanger Code Enforcement Division will be en- forcing the order.

Region receives much-needed rain

a series of much-needed rainstorms, the heaviest of which came on March 22. In addition, the below-normal snowpack in the Sierra Ne- vada received a boost. Rain was forecast to fall on March 25, but dry weather was in the forecast into next week.

City of Sanger orders closure of bars, restaurants and parks
Dinuba joins other Valley cities making emergency declaration

City Manager Luis Patlan signed an execu- tive order declaring a State of Emergency pur- suant to section 9.14.30 of the Dinuba Municipal Code on March 19.
The declaration was made in an abundance of caution and will allow the city to access any avail- able emergency funds and resources or take any necessary action lo- cally during the corona-
virus crisis.
The city’s Emergency
Operational Center has also been placed in a state of readiness in order to respond to critical needs that may arise and to co- ordinate with county, state and federal agencies. A few of the temporary changes as recommend- ed by the Tulare County Health and Human Ser- vices Agency, Centers for Disease Control and Prevention (CDC) and the California Department of Public Health (CDPH).

Thusu said the city has taken timely action.
"It is very important that we support each other," Thusu said. "I'm hopeful that the sacri- fices we have made will pay off soon."
Thusu added that par- ents need to be vigilant and keep a watchful eye on their children.

A secondary headline on Page A1 of the Mid Valley Times print edi- tion on March 19 incor- rectly stated that a third patient who tested posi- tive for COVID-19 (coro- navirus) in Tulare County is a resident of Dinuba.
The article accurately stated that the patient is a relative of an employee
in the city of Dinuba, but there is no confirmation of the patient being a resident of the city. The patient was hospitalized at Kaweah Delta Medical Center in Visalia.
