•Perform mechanical activities as required during scheduled outages, as well as on a rou- tine basis.
•Assist in troubleshooting and system development projects.

•Work with the Operations department to coordinate the implementation of Lockout/Ta- gouts, Con ned Space permits and other safety and health policies to support maintenance activities.

•Assist the management in obtaining equipment, tools, materials and labor necessary to support maintenance activities.

•Develop, implement and perform long range Instrument, Control and Electrical equipment maintenance procedures and records.
•Maintain correct calibration on all components/equipment.
•Maintain and use environmental measurement equipment as required.
•Inspect, adjust and test all Gas/Steam Turbine and HRSG equipment controls and partici- pate in periodic inspections of the plant.
•Accountable for the scheduling, completion and documentation of preventive and correc- tive maintenance.
•Develop and implement preventive maintenance plans to assure optimum ef ciency and minimize downtime of equipment.
Minimum Quali cations:
•High School, Vocational Training (or equivalent).
•5 – 7 years’ experience in electrical, instrumentation and control  elds. Secondary skills in the area of mechanical maintenance.
•Required to operate independently to troubleshoot and resolve electrical malfunctions, as well as performing predictive and preventative maintenance.
•Required to have secondary skills in the mechanical maintenance  eld.
•Must be fully oriented to the Cogeneration operations and capable of responding to emer- gency situations.
•Ability to work rotating shifts during scheduled outages, including holidays
•Pro cient in Microsoft of ce
•A solid understanding of “Safety First” and the ability to apply these principles to every job or situation
•Ability to perform work alone and independently
•Perform other duties/tasks as directed by management

NOTICE TO CONTRACTORS
Sealed proposals will be received at the of ce of the City Clerk, 1100 E. Parlier Avenue, Parlier, California 93648, until 2:00 p.m., September 6, 2019 at which time they will be publicly opened and read in said building for construc- tion in accordance with the speci cations therefore, to which special reference is made as follows:
CDBG- SEWER IMPROVEMENTS FOR TRACT 5615 PROJECT NO. 16-CDBG11144
This is a federal project being funded by the Community Development Block Grant (CDBG) and as such is subject to all applicable federal requirements. Plans and speci-  cations applying to this project may be obtained at the of ce of A&M Consulting Engineers, 204 E Oak Avenue Suite (5A) at the non-refundable price of $45 per set with a minimum of 1-hour advanced notice. If mailed there will be a non-refundable charge of $50 per set.
A Pre-Bid Meeting is scheduled for August 14, 2019 at 9:00 am at Parlier City Hall, 1100 E. Parlier Avenue, Parli- er, California. Bidder’s attendance at this meeting is not mandatory.
Plans and speci cations can be examined at the of ce of the Director of Public Works at 1100 E. Parlier Avenue, Parlier, California 93648.
No bidder may withdraw his/her bid within 30 days after the actual date of the opening thereof.
Planholder names may be obtained only from the civil engineer of record Javier Andrade, at javier@am-engr. com beginning six working days prior to the date of bid opening.

Bids shall be submitted in a sealed envelope addressed to the City Clerk labeled with the name of the bidder, the name of the project and the statement “DO NOT OPEN UNTIL THE TIME OF BID OPENING”.
The entire work described herein is to be completed on or before September 27, 2019.
Engineer’s Estimate for this project is $470,000.
No bid will be considered unless it is made on proposal form furnished by the Project Engineer. Each bid must be accompanied by a certi ed or cashier’s check or bidder’s bond, made payable to the City of Parlier, for an amount equal to at least ten percent (10%) of the amount bid. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred per- cent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded within ten (10) days after notice of award of the contract. No contract will be awarded to a Contractor who has not been licensed in accordance with the provisions in Public Contract Code Section 3300, as amended, or whose bid is not on the proposal form included in the contract docu- ments. A valid California Class ‘A’ Contractor’s License is required for this project.

This project is subject to the “Buy America” provisions of the Surface Transportation Assistance Act of 1982 as Amended by the Intermodal Surface Transportation Ef - ciency Act of 1991.
In accordance with the provisions of Labor Code Sec- tion 1771, this Project is subject to the general prevailing rates and wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in Labor Code Section 1773.8. If there is a difference between the federal minimum wage rates predetermined by the U.S. Department of Labor and the Prevailing Wage Rates determined by the Director of the Department of Industrial Relations of the State of California for similar classi cations of labor, the Contractor and his subcontrac- tor shall pay no less than the higher wage rate.
No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or af- ter March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5[with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a con- tract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the De- partment of Industrial Relations pursuant to Labor Code section 1725.5.
