On October 8, 2019, the Reedley City Council adopted the following
Ordinance.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REED- LEY APPROVING CHANGE OF ZONE APPLICATION NO. 2019-2 AND AUTHORIZING THE AMENDMENT OF THE OFFICIAL ZON- ING MAP OF THE CITY OF REEDLEY
This ordinance proposes to reclassify ve contiguous properties (APNs 370-070-54, 370-070-72S, 370-070-73, 370-070-75S, and 370-070-92), located east of the terminus of South Hemlock Avenue, within the boundaries of the southern side of East Curtis Avenue, the western side of South Buttonwillow Avenue, and the northern side of the Reedley Parkway, from the MP (Planned Industrial) zone district to the MH (Heavy Industrial) zone district designation. The proposed Change of Zone Application is consistent with the 2030 General Plan Heavy Industrial Planned Land Use Designation and is compatible with the surrounding zone districts.
Ordinance No. 2019-003 was adopted by the City Council at its regu- lar meeting of October 8, 2019, by the following vote:

SUMMARY OF ORDINANCE NO. 2019-004
On October 8, 2019, the City Council of the City of Reedley adopted the following Ordinance.
Ordinance No. 2019-004, an Ordinance of the City Council of the City of Reedley Repealing and Replacing in its Entirety Title 10, Chapter 25, Section 5, Pertaining to the Industrial Use Matrix Ordinance No. 2019-004 amends the list of permitted and condition- al industrial land uses within the Reedley Municipal Code, Title 10, Chapter 25, Section 5. Ordinance No. 2019-004 provides more op- portunities for industrial development within existing industrial zone districts by adding new industrial land uses to the list and modifying the language to clarify whether various industrial land uses are per- mitted conditionally or by-right.
Ordinance No. 2019-004 was adopted by the City Council at its regu- lar meeting of October 8, 2019, by the following vote:
AYES: Betancourt, Piñon, Fast, Soleno.
NOES: None.

Airport Commission
City of Reedley is accepting applications to ll three (3) vacancies due to term expirations. The terms for these appointments will be for three (3) years, expiring October 2023. There is no residency requirement. The Commission is an advisory board to the City Coun- cil on all matters relating to the Reedley Municipal Airport. Meetings are held on the third Thursday, every other month at 4:00 p.m. at the Reedley Community Center. Deadline to submit an application is November 1, 2019.

Court finds that the interests of the minor TAYLYN GRACE WILLIAMS, do require such protection, the Court will appoint counsel to represent the minor, whether or not the minor is able to afford counsel. The minor, TAYLYN GRACE WILLIAMS will not be present in the court unless the minor so requests or the Court so orders.
(2) If the parent of the minor, TAYLYN GRACE WILLIAMS, appears without counsel and is unable to afford counsel, the Court must appoint counsel for the parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The Court will not appoint the same counsel to represent the minor, TAYLYN GRACE WILLIAMS, and the minor's parent.
(3) The court may appoint either the public defender or private counsel. If private counsel is appointed, he or she will receive reasonable sum for compensation and expenses, the amount of which will be determined the Court. That amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however, the Court finds that any of the real parties in interest cannot afford counsel the amount will be paid by the Court.
(4) The Court may continue the proceeding for not more
