with Thailand at all levels. Indeed, the regional experts we met highlighted a growing concern amongst the general population that they are unable to exercise their democratic right to vote. Of note, the British Deputy Head of Mission, Mrs Margaret Tongue, highlighted that, due to the ongoing military rule, Defence Engagement is a key enabler for broader diplomatic engagement, opening doors
for high-level meetings. Another important factor
for future Defence Engagement with Thailand is its forthcoming presidency of the Association of South East Asian Nations (ASEAN), whose aim is to create a community which works together on political, security, economic, and socio-cultural initiatives.
Owing to this national governance structure, the RTAF are heavily committed to a wide range of tasks, from ongoing counter-insurgency operations in the Southern provinces, to civil infrastructure projects under the banner of ‘Royal Initiative Development Projects’. From the briefs provided, it is very clear that the RTAF are committed to their tagline “For Country, Religions, Monarchy and People”, but suffer
from a lack of resource and capacity to meet all of the demands placed upon them.
Although the visit had a distinctly military focus,
we were given the opportunity to explore Bangkok – which ironically translates to ‘the City of Angels’ despite its infamous night life scene! For the more sedate members of the group, a particular highlight of the trip was the cultural visit to the Grand Palace with its beautiful array of temples and Wat Pho with its incredible Reclining Buddha.
Overall, Thailand provided an excellent insight into the challenges associated with British Defence Engagement, particularly within a country which, rightly or wrongly, is considered a relatively low priority for the UK. We were hosted extremely well by the RTAF who were keen to highlight their continued commitment to Thai-UK relations.
