From John Yules exceptional book ‘Nothing But The Blues’ we learn:
G T Scott, Wallsend, on the North bank of the river Tyne is the only firm from the town to have used blue glass mineral water bottles - featuring its celebrated trade mark of Father Tyne.. George Thorpe Scott was born
  in 1855 at Rainton Mill, County Durham, son of a farmer and corn miller. In 1881, married, he was recorded as a beer keeper at Queens Head, High St, Wallsend with wife and 4 children. 1879-1894 recorded as retailer in High St Wallsend the mineral water works themselves located at No 60.
The blue cylinder is recorded in both 6oz & 10oz sizes, both considered rare.
