Applying graduation programs to end extreme poverty in philippines
Modest technical assistance with big impact
the challenge
A cost-e ective intervention to tackle extreme poverty in the philippines The BRAC Ultra-Poor Graduation initiative is well-established as an innovative and e ective way to help the extremely poor on the road to a sustained upward trajectory. However, the approach is expensive, not least because it comprises regular individual coaching to provide tailored solutions to business and personal issues (Figure 3). It
is a resource-intensive approach, both in terms of human resources as well as cash and assets.
The challenge was how to introduce this program to recipients of the Philippines conditional cash transfer program Pantawid Pamilyang Pilipino Program (4Ps) in a way that was cost-e ective and sustainable.

piloting group coaching interventions
The activity recruited 2,400 4Ps recipients in Negros Oriental and divided them into four equal groups, one acting as a control group and the other three receiving di erent interventions: One group receives individual assets worth $300 per person (e.g., a pig and feed, a freezer and start-up stock, a massage kit) and group coaching from a trained graduation community facilitator; a second group receives group assets worth $6,000 per group
of approximately 20 individuals plus group coaching; and a
third group receives individual assets and personal coaching.
All coaching occurs every 2 weeks, and all intervention groups receive skills training, savings facilitation, and community mobilization interventions.
Implemented by the Department of Labor and Employment with technical support from BRAC, and impact evaluation from Innovations for Poverty Action, the project runs from July 2018 to June 2020. It bene ts from the region’s uniquely rich pool of community-based social workers who serve as program
