sūtra 1.3. sa: śaraṇāgatānugrahī pāpinigrahī ca।
He is favorable to the one who surrenders to Him. He is averse to sinners.
Īśvara is omnipotent and omniscient as shown in the previous sūtra. That is why he knows the limitation of beings created by Him. It is not a knowledge obtained, but inherent in Īśvara, similar to motherly love being inherent to a woman who delivers a child. He knows that human beings lack full wisdom, and they commit mistakes. Therefore, Īśvara is forgiving, compassionate and loving to the devotee who surrenders to Him. This quality enables Him to grant spiritual liberation to the devotee who totally surrenders to Him.
On the other hand, Īśvara has given a power of action and a very strong intellect to humans. Therefore, a human may become egotistic. Due to egotism, humans can commit sins not just mistakes, which are willful destructive actions. Īśvara is harsh with the sinners. This harshness is not to make the sinner suffer or go to hell, but to remove the ego of a sinner.
