The American Rescue Plan & the Coronavirus State and Local Fiscal Recovery Funds
Signed into law on March 11, 2021, The American Rescue Plan Act of 2021 (“ARPA”) is a $1.9 trillion federal economic stimulus bill intended to speed up recovery from the economic and health effects of the COVID-19 pandemic and the ongoing recession. The bill established the Coronavirus State and Local Fiscal Recovery Funds, which provide $350 billion in funding for state, local and tribal governments. According to the U.S. Department of the Treasury, this funding “provides substantial flexibility for each government to meet local needs.” Funds are more flexible than previous feder- al assistance in both the breadth of eligible uses and the longer (three year) eligibility period.
State and Local Government Allocations
The state funding portion is approximately $195.3 billion with $25.5 billion distributed equally among the 50 states and the District of Columbia and the remaining amount distributed according to a formula based on unemployment. The local funding portion includes:

Localities receive the funds in two tranches–the first after the U.S. Treasury certifies the proceeds to each jurisdiction and the second approximately a year later.
