EXPANDED AUTHORITY FOR DISTRICT PARK BONDS

Background – 2003 Legislation
In 2003, Sen. Jon Lindsay and Rep. Bill Callegari passed SB 624 and SJR
30 to authorize water districts in certain counties to develop and

finance parks and recreational facilities.
Texas voters approved the amendment to Article XVI, Section 59 of the
Texas Constitution, as proposed by SJR 30.
The 2003 legislation and constitutional amendment enabled water
districts in the noted counties to issue bonds payable from taxes to
develop parks and recreational facilities if:
o the district developed a park plan specifying the facilities to be
constructed and the estimated cost; and
o voters of the district approved the issuance of bonds.
Under the 2003 legislation, the amount of bonds outstanding for parks
and recreational facilities could not exceed an amount equal to one
percent of the total taxable value of real property in the district at the
time of issuance.
