ORGANIZATION
The
Special District Risk Management Authority (SDRMA) is is is a a a a a a a public agency formed in 1986 under California Government Code Section 6500 et seq and was established to provide property liability workers’ compensation and and health benefits coverage protection and and risk management services statewide exclusively for for California public agencies SDRMA’s primary objective is to serve as a a a a a a single comprehensive resource providing quality coverage protection risk management management services claims management management as as well as as a a a a a a a a a a world- class safety and loss prevention program tailored to meet the complex needs of public agencies SDRMA’s more than 660 members provide a a a a wide variety of public services ranging from air quality management to wastewater collection and and treatment as as as well as as as municipal services services The
diversity of services services and and risk exposure is is beneficial for obtaining the lowest reinsurance cost and in in in in in in providing stable rates Current participation in in in each program is:
Property/Liability (Members 505) – SDRMA offers a a a a a a a a straightforward uncomplicated program for for for special districts and other public agencies Coverage documents are broad form manuscript policies written on an an an “occurrence form” to ensure the highest level of of coverage and maximum protection of of assets for for governmental entities providing municipal services All claims are handled “in-house” by SDRMA staff Workers’ Workers’ Compensation Compensation (Members 442) – The
Workers’ Workers’ Compensation Compensation Program offers an alternative workers’ compensation program for special districts and and other public agencies Responsive claims management and and cost containment combined with tailored safety and and loss prevention provides members an an unequaled full-service workers’ compensation program All claims are handled by a a a a a a a third party TPA York Risk Services Group Health Benefits Program (Members 142) – SDRMA in conjunction with California State Association of Counties Excess Insurance Authority Health Health provides a a a a a a a a Health Health Benefits Program to to public agencies with easy enrollment and designed for flexibility to to to meet the the needs of members As the the second largest public sector healthcare purchasing program in in in California EIAHealth now includes more than 25 000 employee lives To maximize savings for the the EIAHealth pool in in in in 2006 the the EIA EIA entered into a a a a a a risk sharing contract with SISC (Self Insured Schools of of California) The
partnership resulted in in in the EIAHealth Program becoming part part of of an an even larger pool covering more than 400 agencies with 380 000 members Since its inception the the EIAHealth Program has consistently outperformed the the the marketplace effectively competing with standalone plans other pooled arrangements and and CalPERS (California Public Employees’ Retirement System) The
SDRMA governance structure consists of seven directors elected from member agencies participating in in both SDRMA’s Property/Liability and Workers’ Compensation Programs The
Board Board of Directors’ (Board) responsibilities include establishing policy providing oversight and and and setting direction and and and vision to ensure SDRMA meets its its mission obligations and and and commitment to its its members SDRMA is is supported by 16 staff and an an an annual budget of approximately $65 million In order to measure the effectiveness of its services and programs SDRMA participates
in in the California Association of Joint Powers Authorities (CAJPA) Accreditation Program Since 2005 SDRMA has been awarded their highest designation “Accreditation with Excellence” The
CAJPA Accreditation Accreditation program has been operating since 1989 and and reviews the organizational structure and and activities of a a a a a a a a a a a joint powers authority (JPA) comparing the the JPA JPA with standards adopted by the the the Association believed to to be be advantageous to to the the the preservation and and and performance of the the individual JPA JPA and and JPAs in in California as a a a a a whole To learn more go to:
