PROJECT OPERATIONS
The The purpose of of the the Fargo-Moorhead Diversion Project is to significantly reduce the the the the effects of of of a a a a a a a 100-year flood event The The initial estimated cost of of the the the project is $2 75 billion from the the the following funding sources:
> > $750 million has been authorized through the the execution of a a a a a Project Partnership Agreement with the the the U U S
S
Army Corps of Engineers (USACE) Federal funds will be delivered to the the project over time through Congressional appropriations $570 million million million from North Dakota
(an additional $300 million million million has been requested) with $304 million million million appropriated to date >$1 1 1 billion has been approved by the voters through through three half-cent sales taxes to to be be extended through through 2084 to to cover the the local cost share requirement of the the project PROJECT GOVERNANCE
The member entities of of the the the project - the the the cities of of Fargo ND ND and and and Moorhead MN MN Cass Cass County County County ND ND and and and Clay County County County MN MN and and and the the the Cass Cass County County County Joint Water Resource District - have entered into a a a a a a a a a a a comprehensive joint powers agreement that forms the Flood Diversion Board Board of of Authority The Board Board consists of of 13 members representing the the the the stakeholders who are appointed by the the the the individual member entities Together with the the the the the new Executive Director the the the the Board will provide strategic leadership planning and policy guidance to to assist in in in implementing the the project
