The new budget will not fund the national census that was to take place in December​, the first in 20 years. The “window of opportunity” for preparing for the 2020 census has passed, Oleh Nemchinov, Minister of the Cabinet, tells UA-Times news site. In January, his predecessor, Dmytro Dubilet, conducted a ‘digital census’ that produced an estimated population for Ukraine of 37.3mn. Ukraine’s population peaked in 1993, at 52.2mn people. The loss of 29%% of the nation’s population in one generation is due to emigration, low birth rates, and loss of control of Crimea and of the most populous part of the Donbas.
Prosecutor General Iryna Venediktova has opened five criminal cases against former President Poroshenko ​for his allegedly illegal dismissals and appointments of judges to the Supreme Court of Ukraine in 2017 and 2019, the office’s press service reported on April 8. The dismissed judges submitted the complaints alleging the legislation signed by the president violated the Constitution and existing laws. The cases involve abuse of authority, interfering in the activity of judicial bodies, failing to execute court rulings, actions aimed at violent change in the constitutional order, and actions aimed at state overthrow. The State Bureau of Investigations has been charged with investigating the cases, the press release said.
Only half of businesses can survive one month of quarantine, ​according to a nationwide survey conducted by the Union of Ukrainian Entrepreneurs. Only 25% could make it through to June. Since the mid-March quarantine, one third – largely small businesses - report a 90-100% drop in income and a 50% cut in staff. Almost 60% of businesses – largely medium and large-sized – have stayed open. Almost half of business owners surveyed oppose the extension of the quarantine to April 24.
On the national level, only 21 border checkpoints are open, 9% of the 230 that Ukraine has with its seven neighbors​. With the exception of truck drivers, train and ship crews, and people on official missions, anyone entering Ukraine must spend 14 days in self quarantine.
