The updated 2020 state budget draft foresees UAH298bn in a budget gap
(an increase of 3.0x compared to the existing budget plan), which will be covered by UAH297bn in net borrowings (up 3.6x compared to the existing plan). Of the total net borrowings, UAH135bn (up 9.8x) are external and UAH161bn (up 2.3x) are internal.
Fitch forecasts the general government deficit to rise to 7.1% of GDP in 2020, up from 2.0% in 2019 and the original target of 2.1%. Fitch expects the
