agreement has government
support
High Arctic Energy Services acknowledges the Ministerial Press Statement announcement September 3, 2019 by the Government of Papua New Guinea (PNG) validating the Papua LNG Gas Agreement. High Arctic is pleased with this positive outcome for the project participants, especially the people of PNG.
 e PNG Cabinet (National Executive Council), has completed its review of the Papua LNG Gas Agreement and has validated the Agreement as executed on April 9, 2019.  e review was announced on July 25, 2019 by the Petroleum Minister following the change of Prime Minister on May 29, 2019 and new ministerial appointments that followed in June.
 e announced validation by the Petroleum Minister includes new good faith concessions o ered by the operator for the Papua LNG joint venture.  e concessions include preparing a detailed National Content Plan, third party pipeline access, possible state participation in pipeline ownership as well as LNG transport tankers.

its PNG operations to bene t and promote national content. We have been operating a Well Control School and mentoring program in PNG for nearly two years which has

of our local technical workforce, opening customer opportunities underpinned by a deep understanding of drilling needed in this frontier and challenging drilling landscape. We are well positioned to contribute to local content plans for petroleum activity in PNG.”
With the Government having cleared
implementation of the Papua LNG Gas Project “to proceed full steam ahead”, High Arctic anticipates an announcement soon on the PNG LNG expansion project announced by joint venture partners in 2018 to coincide and cohabitate with the Papua LNG processing facilities at the site of the existing two train PNG LNG gas plant.

In August, Klaip?da LNG terminal regasified 1.4 times more gas than was consumed in the whole of Lithuania
 e year 2019 at the lique ed natural gas (LNG) terminal in Klaip?da controlled by KN is highly e cient - during the  rst eight months of this year, a total of 10.2 TWh,
or 70 percent more gas was regasi ed and reloaded than during the same period last year. In August, the volume of regasi cation at the LNG terminal signi cantly exceeded the targets set by the company at the beginning of the year.
In August alone, 1.5 TWh of LNG was regasi ed, 136% more than during the last August.  is amount is 1.4 times higher than the total consumption in Lithuania. During the eighth month of this year 1 large and 5 small LNG carriers came to the LNG terminal. Majority of LNG (88%) was delivered from a gas liquefaction plant in Norway.
“Not only the impressive scope of operations, but also the 100th ship-to-ship LNG transhipment operation that took
place in Klaip?da on the last day of August, proves that the model of operation of the LNG terminal based on third-party access, chosen by Lithuania, is sound. During almost  ve years of operation of the terminal, KN has succeeded in expanding the operation
of the LNG terminal, providing not only LNG import and regasi cation services, but also LNG re-export services. Gas was also supplied to the LNG reloading station, which was opened at the end of 2017. Because of
it, we provide a wide range of small-scale LNG reloading services, as well as supply
the Klaip?da Oil Terminal with cheaper
imported gas through the LNG terminal. It is important that diversi cation of operations and attraction of new terminal users from neighbouring countries not only opens up the possibility for gas consumers from Baltic countries to make optimal use of the cheaper gas period, but also optimizes the operational costs of the LNG terminal, thus allowing our domestic gas consumers to pay less for the maintenance of the Terminal,” emphasizes Ar?nas Molis, head of Klaip?da LNG Service of KN.

Gazprom Gazomotornoye Toplivo, Gazpromneft Marine Bunker, and
USC agree on strategic partnership
Oleg Melekhin, director general of Gazprom Gazomotornoye Toplivo, Alexey Medvedev, acting director general of Gazpromne  Marine Bunker, and Alexey Rakhmanov, president of United Shipbuilding Corporation (USC), today signed at the 5th Eastern Economic Forum in Vladivostok a memorandum of co-operation and strategic partnership.
 e document was signed in the presence of Alexey Miller, Chairman of the Gazprom Management Committee, and Georgy Poltavchenko, Chairman of the Board of Directors of USC.
 e memorandum provides for joint e orts in expanding the use of lique ed natural gas (LNG) as a fuel for marine transport in Russia.
 e parties intend to cooperate in developing LNG-powered vessels, interacting with potential consumers from among shipping companies, building infrastructure for LNG bunkering, and creating an up-to- date legal and regulatory framework for the use of LNG as a motor fuel.
“We see signi cant potential in using LNG as a fuel for sea and river vessels thanks to
its economic and environmental advantages.  e newly-signed Memorandum will allow the parties to consolidate their e orts and expertise in this strategic area,” said Oleg Melekhin.
