2.1 Russia demands new security agreement with the West
Russia’s Foreign Ministry presented draft agreements and treaties on security and guarantees with NATO countries in December.
Moscow offered NATO to undertake not to accept Ukraine and other countries as members of the alliance and not to carry out any military actions on the territory of Ukraine. Moscow also offered Washington to guarantee the non-entry of the countries of the former USSR into NATO.
Russia has handed over to the United States drafts of a security guarantee treaty and an agreement on security measures for Russia and NATO countries, the Foreign Ministry said on Friday. The documents were handed over on December 15 to US Undersecretary of State Karen Donfried.
What Moscow offered Washington
In the draft treaty (the text is at the disposal of RBC), Russia in the introductory part proposed to consolidate the principle of the impossibility of unleashing a nuclear war. There are eight articles in the draft document.
In the first article, Moscow invites the United States to agree to act on the basis of the principles of indivisible and equal security, without prejudice to the security of each other , for which it proposes to take mutual obligations not to take action and not to take measures affecting the security of the other side.
The parties must not use the territory of other states for the purpose of preparing or carrying out an armed attack on Russia or the United States.
The United States must undertake obligations to exclude further expansion of NATO in the eastern direction , to refuse to admit the states that were formerly part of the USSR into the alliance. This requirement applies at least to Ukraine and Georgia, which constantly talk about their desire to become members of the alliance.
The United States should not create military bases on the territory of states that were previously part of the USSR and are not members of NATO, as well as use their infrastructure to conduct any military activity, develop bilateral military cooperation with them.
Russia also proposes to mutually abandon the deployment of armed forces and weapons , including within the framework of international organizations, military alliances or coalitions, in areas where such deployment would be perceived by the other side as a threat to its national security, as well as refrain from flying heavy bombers equipped with for nuclear or non-nuclear weapons, and the location of surface warships of all classes in areas outside the national
