would pay $134 a ton for domestic coal – if he could find it. “Why there is no coal in the public sector?” he asked in a televised press conference. “The answer is simple: there is no money in the public sector for coal production. Why not? Because we have an artificial price for coal.” Coal production from state-run mines fell 1 million tons below targets this summer.
Kyiv residents should prepare for rolling blackouts in November, Kyiv Mayor Klitschko warned yesterday on Ukraina 24 TV. Noting the cold weather is forecast “for several weeks,” he said: “The probability of rolling blackouts is very high.” He said that 12 heat and power plants in Kyiv face problems with low coal stocks and high gas prices. Yesterday, Ukraine again turned to Slovakia for emergency power aid, this time for 100 MW.
The nation may suffer blackouts in January and February, Oleg Popenko, head of the Union of Utilities Consumers, tells Expresso TV. “There is a risk of rolling blackouts in Ukraine,” he said. “It will be closer to January-February. Because we do not yet have 100% confidence that we will receive imported electricity from Belarus or Russia, that we will have enough coal.”
Ukraine has again requested emergency electricity supplies. On November 11, Ukraine again requested emergency electricity assistance from Slovakia due to the accident at DTEK. Emergency assistance with a capacity of 100 MW was activated from 16:00 to ensure operational safety and avoid disconnection of consumers of the island of Burshtyn TPP.
Imports of electricity from Belarus on November 8 may increase to 400 MWh, according to recent data on the ENTSO-E website. Ukraine can receive 9,200 MWh of Belarusian electricity per day, which corresponds to approximately 2% of daily consumption. According to NEC Ukrenergo, the average daily consumption for the period from October 25 to October 31 was 432.3 thousand MWh.
Ukraine has enough nuclear fuel stockpiled at its four nuclear power plants to last for the next 18 months, Energy Minister Galushchenko told the Rada. “The Russian Federation, of course, has the ability to influence the limitation of fuel,” said the Minister, noting Russia supplies half of Ukraine’s fuel. The other half comes from a Westinghouse plant in Sweden. Ukraines to run 14 of its nuclear reactors this winter to supply over half of the nation’s electricity. Today, 11 reactors are running.
Electricity deficiency in Ukraine can be prevented, said DTEK CEO Maxim Timchenko at a press conference held on November 9. There are four ways to overcome the deficit of 5.5bn kWh of electricity:
It is necessary to import 1mn tons of coal at Centerenergo, which will make it possible to generate 2bn kWh; the price of this electricity, based on the current quotations of $150 per ton of coal in Amsterdam, is UAH4 for 1 kWh.
The second way is the operation of a TPP on a mix of coal and gas, at which the price of 1 kWh will be UAH4.33.
The third opportunity is to cover the electricity deficit in the Kyiv CHPP-5 and CHPP-6 and the Kharkiv CHPP-5 using gas. The price of
