As many of the elements of the programme are new the government is struggling to quantify and measure progress. Of 118 targets within the 12 (excluding "Infrastructure") National Projects, 36 are quantifiable, 63 are non-quantifiable and 19 are assigned to new indicators that were created for the sole purpose of track the implementation of the National Projects. The share of quantifiable targets is near 30%; the other 70% do not provide us with information on the likelihood of success.
