ADB and South Sudan
recruit Centurion Law Group
to strengthen capacity in oil
and gas sector
Following an open tender and a highly compet- itive international bidding process, the African Development Bank through its African Legal Support Facility (ALSF) and the National Petro- leum and Gas Commission, representing the government of the Republic of South Sudan, selected the Centurion Law Group to build capacity in the Republic of South Sudan’s oil and gas sector.
e project is a result of the ALSF’s commit- ment to foster legal and technical best practices and transparency across South Sudan’s oil and gas value chain. It will focus on providing spe- cialized capacity building training to o cials from the National Petroleum and Gas Commis- sion, including the development of best practice procedures for the negotiation, evaluation and monitoring of contracts in the oil and gas sector.
As South Sudan continues to increase oil pro- duction – its most important export commod- ity – and attract foreign investment into its oil & gas sector, this project will enhance the National Petroleum and Gas Commission’s ability to fully exercise its functions as a regulator and a facili- tator in the oil sector.
As per the South Sudan Petroleum Act of 2012, the National Petroleum and Gas Commis- sionnotablyprovidesgeneralpolicydirection with respect to petroleum resources, acts as a supervisory body in matters relating to petro- leum resource management, approves all petro- leum agreements on behalf of the Government and ensures that they are consistent with the Act.

Caesar Oliha Marko, the chair of the commission. “We are delighted to be working with a reputable rm like Centurion to enable our country’s oil indus- try to meet its obligation to our citizens and investors. Building capacity is key to us ensur- ing that we deliver on the promise of making oil workforeveryoneinSouthSudan.”
e project will notably focus on reviewing South Sudan’s existing legal and scal framework and ensuring the transfer of skills and know-how to the government’s representatives and experts.

e rapid development of Senegal’s oil and gas industry provides a blueprint for how other emerging African economies can build their energy industries, says a soon-to-be-published report produced by Africa Oil & Power.
Africa Energy Series – Senegal 2019, the most exhaustive report ever compiled on Senegal’s oil and gas industry, highlights the country’s swi ascent as one of Africa’s premier oil and gas exploration destinations. With rst o shore oil expected to ow in 2022, Senegal’s oil and gas industry is growing rapidly, and with it, the need for objective market intelligence. e 160-page book will be launched on October 9 at the Africa Oil & Power 2019 Conference in Cape Town,
where President Macky Sall will also be honored as Africa Oil Man of the Year.
Highlights in the report include a foreword from the President and interviews with Min- ister of Petroleum and Energy, Mouhamadou Makhtar Cisse; the Permanent Secretary of COS-Petrogaz, Ousmane N’Diaye; and the Managing Director of the national oil company PETROSEN, Mamadou Faye. e report also includes interviews with top management exec- utives from oil and gas majors such as BP, Total, Woodside Energy and Kosmos Energy. “Senegal’sgrowthtrajectoryisimpressivein that the country has rapidly emerged as a legit- imate player in the oil and gas arena while also quickly developing robust petroleum and local content legislation. The Africa Energy Series report shows that Senegal is one of Africa’s most exciting investment destinations, one with a well-honed balance between the interests of international investors and those of the coun- try,” said Guillaume Doane, CEO of Africa Oil & Power.
Senegal is in the process of reaping the bene ts of its massive oil and gas nds and has already showcased how to build the basis for a highly performing hydrocarbon industry. In 2014, Kosmos Energy unveiled a gas field called Grand Tortue Ahmeyim, which is said to con- tain around 15 trillion cubic feet of gas. Another sizeable oil and gas discovery was announced o shore Dakar in the SNE Field.
