In 2018 Russia was in second place among the world's largest arms exporters behind the US and ahead of France, Germany and China, according to the Stockholm International Peace Research Institute (SIPRI) shows. In the meantime arms exports by Russia decreased by 17% between 2009–13 and 2014–18, "in particular due to the reduction in arms imports by India and Venezuela," the report claimed. Russian state agencies and military experts surveyed by RBC business portal previously questioned the SIPRI methodology. Rostec state technology agency (also includes RosOboronExport Russian state arms exports agency) claimed that Russia's arms sales have been growing for the past 10 years reaching a record-high of $13.7bn in 2018.
