Ukraine is going to struggle to finance the budget this year. This is due to the need to return past debts (Ukraine planned on repaying about $12.5bn in domestic and external debt this year) and the need to finance the government’s budget deficit.
At the same time, the ongoing coronavirus crisis is impacting Ukraine’s ability to fulfil these needs, not only by reducing budget revenues, but also by
