Following the passing of the bill in the House of Representatives, the US Senate passed a bill on defence policy and budget NDAA-2022, which provides for the allocation of $ 768.2 billion in defence needs, and contains provisions on support for Ukraine and deterrence, reported the New York Post.
The World Bank has allocated $350mn for social programs in Ukraine over two years. The contribution to Ukraine's state budget will support social programs, said the Minister of Social Policy, Marina Lazebna, during a meeting with representatives of the World Bank. The parties discussed the results of cooperation over two years and the main direction for the next five years. Three main areas of strategic partnership for the next five years include introducing a basic guaranteed income for the disabled, unifying minimum pension guarantees and rules for indexation of all pensions at the legislative level, and introducing and developing the mandatory funded pension system.
The EIB will provide a €58mn loan for vocational education institutions.
Within the Eastern Partnership summit framework in Brussels, Deputy Prime Minister for European and Euro-Atlantic Integration, Olga Stefanishina, signed an agreement to support vocational education between Ukraine and the EIB. The EIB loan of €58mn will be used to build, repair, and modernize existing vocational education institutions and improve student dormitories in Chernihiv, Donetsk Dnepropetrovsk, Ivano-Frankivsk, Odesa, Ternopil, Volyn, Zakarpattia regions and in Kyiv, announced Stefanishina on Facebook.
6.1.4 Budget dynamics - privatisation
The Central Commercial Court of Appeal has returned the ownership of a titanium-magnesium plant to the state. The court upheld the decision to return the Zaporizhzhya Titanium and Magnesium Plant (ZTMK) to state ownership, announced the State Property Fund. It is noted that before the court ruling, 49% of ZTMK LLC belonged to Tolexis Trading Limited (DF Group Dmytro Firtash). According to the investigation, the appointed management ZTMK LLC did not spend $110 million raised to repay ZTMK's previously incurred energy debts. The funds were later transferred to the accounts of offshore companies. Instead, only UAH 20mn ($2mn) was allocated for the modernization of the enterprise.
PrivatBank and Oschadbank to approve plans for their privatisation. The two state-owned banks must adopt "roadmaps" for partial or full privatisation in cooperation with the Ministry of Finance. To reduce the state's share in banks to 25%, PrivatBank and Oschadbank will develop and approve a roadmap to determine the steps needed to bring each or full privatisation and outline legislative changes required to implement the presented privatisation options. The Cabinet of Ministers plans to adopt these plans by the end of January 2022.
Privatisation of the Odesa Research Institute. The State Property Fund of Ukraine (SPFU), has put up for sale the Odesa Research Institute of Television Technology (ORITT), which made “eyes” for submarines and equipment for presidential aircraft. The sale includes 34 real estate units with a total area of 11,853 square meters which is located on Mechnikova Street in Odessa. The starting price for the sale of ORITT is UAH 35mn ($1.29mln), and the auction will take place on December 24, reported the odessa journal.
