"This is a big figure. Secondly, we import, we pay money for it, we deliver
at the expense of the currency. What will happen in the future? It would be correct to say that the $1.4bn allocated over the past three years [to the oil and gas industry] is not producing the [wanted] result. People are very dissatisfied with us because of [problems] with electricity and especially gas," Mirziyoyev added.
Uzbekistan last year imported gas worth $50.4mn, up 237-fold y/y.
Gas production in the country in 2020 dipped by 10.8bn cubic metres, or 17.8%, compared to the previous year, moving from 60.5bn to 49.7bn cubic metres. In 2021, the government plans to achieve a production volume of 53.8bn cubic metres.
Instructions were given on attracting experienced contractors to geological and technical activities on a competitive basis and on investors developing unused deposits.
The forecast for the production of liquefied gas was set at 457,000 tonnes in the second half of the year and 850,000 tonnes at the end of the year.
Mirziyoyev also urged the drawing up of concrete plans for the formation of sources of natural gas resources to meet growing demand and to digitalise the energy sector.
"We have adopted many resolutions and decrees for the reform of the oil and gas sector. We appointed new management, took the first steps towards transformation. We have identified specific tasks for the stable provision of oil and gas resources. Many studies from the point of view of demand do not give results, " he said.
Earlier this year Mirziyoyev ordered the
abolition of customs duties and permits on the import of liquefied gas. Starting from August 1, large enterprises were to receive the right to purchase electricity and natural gas on the basis of import arrangements..
KazTransGas says methane plume around gas pipeline resulted from planned maintenanceofcompressor station
Kazakhstan’s operator of natural gas pipelines KazTransGas has told Bloomberg that it was planned maintenance on a compressor station that resulted in a release of a massive methane plume detected by satellite in July.
The co-ordinates for the methane plume were near the “No. 6 compressor station” on the Kazakh section of the Central Asia-China main pipeline, according to the company. The 1,833-km pipeline transports gas to China mainly from Turkmenistan via Uzbekistan and Kazakhstan. The operator of the Kazakh section of the Central Asia- China pipeline, state-run KazTransGas, said it had not detected any leaks, but
the country’s energy ministry did not immediately provide a response to queries about the plume.
The cloud was observed roughly 100 km west of the largest Kazakh city of Almaty on July 24 with an emissions rate of over 200 tonnes of methane an hour, geoanalytics firm Kayrros SAS said. That amount would have the same short-term climate warming
impact as the annual emissions of 10,000 cars in the UK.
“This large emission event matches the pattern of methane release observed from gas infrastructure,” a spokesperson for Kayrros was quoted as saying in the news service report. “A pipeline and compressors are in close proximity, and based on information Kayrros has access to, there are no other candidates for the observed release.”
Kazakhstan'sKashagan boosts output in August
Kazakhstan's giant oilfield Kashagan increased its oil output to 384,000 barrels per day (bpd) as of the start of August from 334,000 bpd in July on average, two sources familiar with production data told Reuters on August 4. That would make daily August oil production in Kashagan 15% higher than in July, according to calculations by the news agency.
The rise in the field’s output follows the recent OPEC+ decision to ease output curbs starting from August. That has allowed Kazakhstan to boost oil output by 16,000 bpd per month.
Kashagan can produce more in August amid major maintenance on Kazakhstan's other giant oilfield, Tengiz, taking place in August-September, allowing Kashagan output to rely on spare quotas, the report said.
