Additionally, Putin signed a law allowing money that was confiscated in corruption cases to be added to the Russian Pension Fund. Finally, there have also been a number of changes to how pensions will be paid starting in 2022.
Prime Minister Mikhail Mishustin signed an order on November 21 to allocate RUB1.1bn ($15mn) for regional social benefits for non-working pensioners. 15 regions will receive funding: Buryatia, Karelia, Yakutia, the Jewish Autonomous Region, the Trans-Baikal Territory, the Amur, Leningrad, Magadan, Murmansk and Novosibirsk Regions, and the Nenets and Chukotka Autonomous Districts.
The Prime Minister also signed a decree that maximum unemployment benefits will increase to RUB12,792 ($174.18) in 2022 compared to RUB12,130 ($165.17) in 2021. The minimum unemployment benefits will remain unchanged at RUB1,500 ($20.42).
Other support measures are being considered. A bill was introduced to the State Duma that would allow the government to automatically identify and register citizens in need of social benefits. This would be done using the Unified State Information System for Social Security (EGISSO) and Pension Fund information to calculate per capita income per family member and determine need.
The median salary in Russia climbed by 9.2% in annual terms in the third quarter of 2021, according to RBC citing a joint survey by Sberindex and Rabota.ru service.
The median wage is the amount for which half of all workers are paid more or less than the median income, Vedomosti writes. The minimum wage establishes the lowest pay that a full-time employee may be paid. According to the statistics department, the median pay in Russia last year was 32,422 rubles. According to the technique used last year, the minimum wage and subsistence minimum are computed as a ratio of the median pay and the median average per capita income of the population. Rosstat calculates the minimum wage at 42% of the median pay.
The following industries had the largest increases in median wages: Information technology and communications – 13.5%;
Finance and insurance – 13.1%;
Trade – 12.9%;
Hotels and catering – 12.8%; Construction – 12.5%;
