External debt of the Russian Federation as of September 30, 2021,
according to the Bank of Russia’s estimate, amounted to $489.2, having increased since the beginning of the year by $21.9bn, or by 4.7%.
The decisive role in the dynamics of the indicator was played by the acquisition by the Russian Federation of special drawing rights (SDRs) in the third quarter in the amount of $17.5bn granted to countries according to the IMF-established approaches, which is reflected as part of the central bank’s external debt.
— foreign debt liabilities of General government grew by $2.5bn to $67.8bn in January — September 2021 as a result of an increase in non-residents’ investments in sovereign debt securities denominated in Russian rubles;
— foreign debt liabilities of the private sector have remained almost unchanged since the beginning of the year: growth of Banks’ debt to non-residents by $5.8bn to $77.9bn was partially offset by a decline in the external debt of Other sectors by $4.9bn to $312.0bn.
