Belarus, Kazakhstan
may agree on Kazakh oil
deliveries by October
Belarus and Kazakhstan may agree on deliveries of Kazakh oil to Belarus by October when Belarusian President Alexander Lukashenko is expected to visit the Central Asian nation, Kazakh Ambassador Askar Beisenbayev said September 16.
Lukashenko originally made the suggestion to import Kazakh oil in
the wake of Russia halting oil flows
via the Druzhba pipeline in April after contaminated oil was discovered. Belarus has previously accused Russia of supplying low quality oil. Moreover, Belarus had
to reduce the workload of its refineries, possibly due to a row between Moscow and Minsk over a new tax regime on Russian oil that will cost the Belarusian budget billions of dollars.
“The Kazakh Energy Ministry and Belneftekhim [company] are in talks,
and we hope that the deal will be signed by the time the Belarusian president arrives in Kazakhstan on an official visit,” Beisenbayev told reporters.

Tatneft opens filling station in Uzbekistan
Russia’s sixth largest oil company, Tatneft, has opened a petrol station in Tashkent, Uzbek media have reported.
The petrol station results from the first step of a plan by Tatneft to establish a chain of petrol stations in Uzbekistan. The Central Asian nation used to experience fuel shortages every year, but Uzbek authorities then started relying on fuel imports from Russia and Kazakhstan to address the issue. The new chain will likely also help reduce any potential petrol shortages.
Fuel provided at the new petrol station will include the locally produced N-80 brand along with TANECO Oil Refining Complex’s AI-100 brand.
Early this year, Tatneft announced
its intention to expand its activities in Uzbekistan. In May, Tatneft signed an agreement with Uzbekistan’s state-run oil and gas company on conducting geological exploration in Uzbekistan.

Uzbekistan signs several major energy agreements during Central Asia flagship investment event
The Central Asia Regional Economic Cooperation (CAREC) Energy Investment
Forum saw Uzbekistan conclude several agreements with partners including Afghanistan, US companies and Saudi Arabia. They included a 10-year “take-or- pay” contract on the supply of electricity from Uzbekistan to Afghanistan via the Surkhan-Puli-Khumri power transmission line.
The line is currently under joint construction by National Electric Grids
of Uzbekistan (NEG) and Afghanistan’s national power utility company Da Afghanistan Breshna Sherkat (DABS). The initial volume of supplies is set to amount to 4.2bn kWh with a planned subsequent increase to 6bn kWh.
Also at the event, the energy ministry agreed on a public-private partnership with the Saudi Arabia-headquartered ACWA Power on construction of thermal power plants with a total capacity of 1.250 MW and wind power plants with a total capacity of 1,000 MW.
US-based Air Products and Chemicals agreed on a roadmap with state-run oil and gas company Uzbekneftegaz. The roadmap outlines the American company’s proposed participation in a synthetic liquid fuel production project based on purified methane from the Shurtan Gas Processing Plant, which is a gas-to-liquids plant.
It also outlines plans for the Chemical Construction Project in Yangiyer, set to be carried out jointly with state-run chemicals company Uzkimyosanoat to produce ammonia and urea.
