A statement from LCDA that was issued last week read: “AU’s special envoy plans to convene a high-level meeting with the countries that fall along Africa’s equatorial land bridge later in the year with an aim of forming these crucial transport infrastructure linkages within the continent.”
The announcement followed a meeting between officials from LCDA and AU High Representative on Infrastructure Development
Raila Odinga, who is seen pushing for the pro- ject’s development as an opportunity to increase integration through infrastructure develop- ment and trade in East Africa.
In late July, Kenya’s National Lands Com- mission (NLC) started surveying the route of the Lokichar-Lamu pipeline, the oil conduit element of LAPSSET, following the completion of front-end engineering design (FEED) on the project.
IHS Markit to host roadshow
for Angola’s next licensing round

IHS Markit has agreed to assist Angola’s National Agency for Oil, Gas and Biofuels, known as APNG, with its next licensing round, which is due to take place in September.
Angola’s last bidding round took place in 2011, and IHS is helping APNG mark its return by hosting roadshow presentations in four di erent cities. ese events will take place in Luanda on September 3, in Houston on Sep- tember 10, in London on September 17 and in Dubai on September 23.
e national oil and gas concern is hoping to attract o ers for 10 elds in the upcoming licensing round. It is o ering potential investors the chance to bid for Block 10 in the Benguela Sub-Basin and for Blocks 11, 12, 13, 27, 28, 29, 41, 42 and 43 in the Namibe Basin. All of these licence areas are located offshore Angola in areas classi ed as frontier zones and have never been developed.
APNG is set to provide investors with infor- mation about the sites during the roadshow. “In addition to the geological potential of each of the blocks up for auction, the full legal, tax and contractual framework inherent to partic- ipation in the process will also be presented,” it said.
IHS Markit went further, stating that the Angolan state agency would “present technical details regarding the round, provide an over- view of the geology of the blocks on o er [and] discuss fiscal terms, potential hydrocarbon reserves, the timeline for the rounds, quali ca- tion requirements and submission guidelines.”
e consultancy also noted that a number of seismic service operators were expected to send representatives to the roadshow presentations. ese vendors have obtained seismic coverage of the blocks in question, it explained.
This is not the first time IHS Markit has hosted roadshow presentations for Angolan licensing rounds. e company noted in the statement that it had “last hosted previous hydrocarbon round promotions for Angola in 2005, and 2007-2008, which led to the larg- est signing bonuses on record for individual blocks.”
ANPG’s CEO Paulino Jeronimo unveiled plans for the new licensing round in June of this year. He stated that the auction process would begin in October, a er the completion of the roadshow. Additionally, he said that the sales fell within the framework of the state agency’s six-year development strategy.
