The make up of the import structure reflects the dominant role machinery continues to play in the import structure, where as goods and food are also represented but supplied mostly by China and Belarus.
In February, the Russian Ministry of Industry and Trade published a draft regulation restricting public procurement designed to boost the share of machines made in Russia. According to it, state entities have to buy computers, communication equipment and home appliances from domestic producers if they have to sell suitable products. At least half of the companies owned by Russians are considered domestic producers. The draft regulation is part of Russia's import compensation policy. At present, Russian industry is very dependent on imported machinery. Particularly in the category of high- quality and high-quality products, Russian companies have a small market share. The purpose of officially restricting imports is to reduce foreign dependency and to diversify the domestic production structure.
