One of the goals of the strategy is explicitly declared to limit the use of cars, including "due to the increase in the attractiveness of public transport." For this:
The share of personal electric vehicles is planned to be increased to 15%. This means that the "electrification" of Moscow should become ahead of schedule: the Ministry of Economic Development plans 15% of electric vehicles by 2030, but not in the park, but in sales. They want to attract owners with an extensive charging network and “adaptation of tax laws”. What the latter consists of is unclear: so far, the main news in this area is the return of a 15% duty on the import of electric vehicles.
The city will be divided into ecological zones. What exactly is meant, the Directorate of the Moscow transport hub did not specify, but "Kommersant" suggests that we are talking about restricted areas for cars with "dirty" exhaust. This type of system has long been introduced in London and is constantly expanding geographically. Now entry into the clean zone there costs GBP12.5 per day per car.
Infrastructure restrictions will be introduced (in order to improve road safety). This is "calming down traffic" by narrowing the carriageway, partially paving the road, curving roads and installing speed bumps.
By 2035, 89% of the population of Moscow and the region should get to the nearest metro station, MCD or electric train in a maximum of 20 minutes by land transport or on foot even during rush hour (now this share is about 75%). The program includes the construction of bike paths (including to the cottage settlements of New Moscow) and a unified ridesharing system for Moscow and the region.
The main thing in the strategy is the synchronization of the actions of Moscow, the Moscow Region, Russian Railways and the Ministry of Transport in terms of the implementation of infrastructure projects, which is finally fixed on paper, Mikhail Blinkin, director of the Research Institute for Transport Economics at the Higher School of Economics, told the publication. Everything else he considers "lyrics" and "slogans".
The goals of the reach of electric trains for the population look realistic, said the head of the Union of Passengers of Russia, Kirill Yankov. Moreover, in Moscow the target indicator has been achieved almost everywhere, and in the Moscow region there are almost no cities where there would be no railway. But in terms of charging infrastructure, the plans seem “absolutely impracticable,” says Anton Shaparin, vice president of the National Automobile Union: the charging infrastructure will costbns of dollars, and the capacity to connect it is unlikely to be enough, the expert believes.
