gas other than export to Europe. Given its size, negotiations for Power of Siberia-2 may take a while yet, but a conclusion could be reached in the course of 2022, we think.
Resources and infrastructure background: The South-Kirinskoye field will likely serve as the resource base. Partially located in deeper waters and reportedly containing as much as 3.4bn barrels of oil, the field is currently under US sanctions, complicating accessing the technology to develop the field. However, we think Gazprom is capable of developing the 637bcm of estimated gas reserves at the field. In 2016 plateau eventual production from S-Kirinskoye was targeted at 21bcm, so it should be more than capable of fulfilling this contract, if not more: The Sakhalin-Khabarovsk-Vladivostok a line is currently undergoing an expansion on its oldest leg to bring up overall capacity to c13bcm, but longer term that could rise to 30bcm with additional compressors and debottlenecking.
