that is, by 4%. Also, from October 1, the draft budget provides for an annual increase in the salaries of military and law enforcement officers by 4%.
The insurance pensions of non-working pensioners will be increased by 5.9% in 2022, by 5.6% in 2023, and by 5.5% in 2024, which corresponds to the indexation parameters enshrined in the 2018 law on pension reform. The average size of insurance pensions for non-working pensioners is expected to reach RUB20,400 by 2024.
The most symbolic item in the budget is the one in which the government first proposes to increase reserves in the style of former Finance Minister and Audit Chamber head Alexei Kudrin style (after all, the decline in oil demand can be "catastrophic"!). And then immediately allows them to spend trillions on infrastructure projects. How else to achieve 3% economic growth, which Russia has not seen since 2013? It is possible to count on the fact that businessmen will voluntarily part with money, but the government knows businessmen well. It will be difficult to sit on two chairs, and the positions of supporters of growth in government spending are strengthening.
