     The national project “Housing and Urban Environment” will also be cut by 11% or 61 billion rubles.
The allocations for stimulating budget construction will be reduced by 3 billion and by 113 billion for the resettlement of citizens from emergency housing, which was recognized as such until 2017.
At the same time, 44 billion will be added in 2022–2023 to reduce the unfit for habitation fund, which received this status after 2017.
  6.2 Debt
    The gap between Russia’s external debt and its reserves widened yet again in the second quarter. Russia had $614bn in reserves as of the start of October vs $462bn in total external debt as of the end of the second quarter. That is a spread of $152bn surplus. Russia could pay off all its external debt tomorrow and still have $150bn left over in cash which is more than enough to ensure the stability of the ruble.
