As he correctly stated, Section 20 is there to protect lessees and it cannot be circumvented by changing works and contractors at your leisure. You have no authority to dispose of the leaseholders’ reserve fund for works outside the scope of the section 20 Notice, unless there are urgent contingencies.
No required works were changed only added to. Read the Surveyor’s specs

He also asked about the status of the electricity and telephone wiring at the building, and for certification that it was compliant with relevant regulations. This was something which Mrs Hillgarth had been requesting, without success, for some two years.
Mrs Hillgarth was in receipt of relevant PIR Certificate plus the previous one plus instructions regarding when they are next due etc
Re: telephone wiring – it was done
As Mr Fortunati pointed out, fixing and properly testing the electricity and telephone lines should have been the first thing carried out by any professional management team.
Oh I’m sure he’d know – it was already in existence when we took over and was done again on schedule within 5 years later.
He wanted to know how it was possible that (despite a surveyor apparently having been instructed before the works started) major liabilities such as the electrics and the water tank should have been discovered in the middle of the works rather than before starting.
Bad luck and nothing to do with Surveyor who like Mr Fortunati has no knowledge or testing apparatus for water. It’s a specialist job part of Health & Safety
Even today the chaos continues, caused by your failure to plan and/or by your failure to give appropriate instructions to your surveyor.
Exactly what instructions do I give other than please survey the building for defects needing repairing for our 5 year overhaul? Which, I would add he was very familiar with having done our last survey.
