tool that can increase productivity by helping officers
identify subjects in the field. At this moment there are
263 units deployed by PA’s police agencies. There is
no cost for the agency to acquire the unit. The annual
fee is currently $1,025.00 per unit. That fee covers
the system/device maintenance and the required
secure data connection. The 2025 fee will remain
the same. Additional details about the program and

Criminal Apprehension Technology (CAT)
Training
The Pennsylvania Chiefs of Police Association has
secured funding from the Pennsylvania Commission
on Crime and Delinquency to offer crime scene
photography equipment and related training in 2025
and 2026. The Criminal Apprehension Technology
(CAT) Training Program is designed to provide
training and equipment to law enforcement agencies
to enhance the collection of evidence and the
prosecution of offenders. This program will benefit
Pennsylvania Law Enforcement agencies in the
following ways:

 A three-day crime scene photography training
session will be held across the Commonwealth.
The training will be with the actual equipment your
department will receive. It is free of cost for two
officers from each agency to attend. At least six
courses will be conducted at various locations in
the state to minimize the need to travel.
 A comprehensive digital camera kit, including a
Nikon Z7ii 46-megapixel digital camera, various

lenses, filters, flash units,
memory cards, tripod,
and waterproof case, will
be provided at no cost to
Law Enforcement agencies
that successfully win the
grant. The kit is valued at
over $5,000.00. At least
36 camera kits will be
awarded to the highest-
scoring applicants, with the
potential for more based
on the market price of kit
components during the
grant period. To receive the camera kit, an agency
must agree to send personnel to be trained in its use.
 This grant will also provide free training to officers
of agencies who received digital camera kits from
the PCPA under the Latent Evidence Improvement
Project grant in 2021 and 2022.
This solicitation is open to all law enforcement
agencies that serve the residents of Pennsylvania.
The applications will be competitively scored after
the close date. Law Enforcement agencies who lack
the budget to purchase new/ updated crime scene
photography equipment are encouraged to apply. If

Autism Training
We are collaborating with the Autism Connection
of PA to offer free, in-person training sessions
aimed at equipping law enforcement officers with
the skills to interact effectively with individuals
who have intellectual, developmental, and autism
disabilities. These three-hour training sessions will
be led by a police instructor, a care provider, and an
autistic professional. Officers will gain insights into
the medical aspects of these disabilities, learn de-
escalation techniques, and explore various strategies
for interviewing victims and witnesses with intellectual
and developmental disabilities.
There will be at least four training sessions held
across the state, covering the northeast, northwest,
southeast, and southwest regions. Further details
about these training sessions will be available on
the Association's website and through our email
communications.
