hydraulic studies, waterway permitting, stormwater design and permitting, environmental, civil/site services, transportation and
bridge engineering, bridge inspection, and technical course development and training.
Established in 2006, NTM currently employs over 80 professionals and is located in Dillsburg, Pennsylvania, with branch offices
in State College, Philadelphia, and Wayne, Pennsylvania. The firm’s four principals are all licensed professional engineers with
master’s degrees in civil and/or environmental engineering and offer a combined 90+ years of civil design experience. NTM is
a certified Disadvantaged Business Enterprise (DBE) in Pennsylvania, Delaware, Maryland, and West Virginia and a Women-
